Reports to: Water Distribution Supervisor

Hourly Wage Rate: $26.14 - $32.02

Position Summary: Under general supervision, leads a crew of employees performing a wide variety of skilled, semi-skilled, and unskilled equipment operation and utility maintenance and repair duties for the City of Canon City.

  • Leads a crew of employees in utility construction, maintenance, and repair duties to include planning and overseeing crew’s performance of daily tasks.
  • Assists in field training co-workers.
  • Creates maps, and “as-built” drawings.
  • Answers questions from the public regarding water distribution.
  • Oversees traffic control in and around work zones.
  • Operates equipment such as generators, pumps, backhoes, dump trucks, trenchers, forklift, cranes, loaders, tapping machines, boring equipment, asphalt cutters, utility locator, chlorine testers, torches, to accomplish duties such as constructing and repairing water lines, tapping water lines, installing water meters, and setting fire hydrants.
  • Uses hand tools such as jack hammers, flaring tools, welders, leak detection devices, air monitoring devices, breathing apparatus, grinders, and probes as required. Performs related maintenance duties such as checking for leaks, water sampling, disinfecting, and pressure checks as required.
  • Monitors equipment and reports needs for equipment repairs and maintenance. Performs routine and preventive maintenance and minor repairs on equipment.
  • Provides excellent customer service to external and internal customers including but not limited to effectively listening and communicating, providing accurate information, offering solutions, assisting in resolution, and ensuring timely follow up as needed.

Non-Essential Duties and Responsibilities*: The following duties, although not essential to the position, are important components to the smooth and efficient operation of the Division, Department, and City.

  • Prepares reports as requested.
  • Performs duties of Water Distribution Supervisor during absences.
  • Performs duties of Distribution Inspector during absences.
  • Participates in on-call rotation for after-hours and weekends.
  • Performs related duties as established by law or ordinance or as reasonably directed by the City.

Requirements

Knowledge, Skills and Abilities: The essential and non-essential duties listed below are representative of the knowledge, skills, and/or abilities required. The below list is not designed to cover or contain a comprehensive listing of all knowledge, skills and abilities that are required.

  • Knowledge of the mission, policies, goals, and procedures of Canon City relating to Water Distribution Division.
  • Knowledge of the practice and methods of leading workers in utility construction, repair and maintenance.
  • Knowledge of the practice and methods of traffic control for crews working in the streets and rights-of-way.
  • Knowledge of the practices and methods of water distribution system operation.
  • Knowledge of Regulatory requirements regarding water distribution systems.
  • Knowledge of principles and processes for providing excellent customer service. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Knowledge of the safe use of tools and equipment used in water distribution system construction, maintenance and repair, including generators, pumps, backhoes, dump trucks, trenchers, forklift, cranes, skid loaders, tapping machines, boring equipment, asphalt high speed cutters, colorimeter, underground utility locator, chlorine testers, torches, flaring tools, welders, self-contained breathing apparatus, leak detection devices, air monitoring devices, grinders, and probes.
  • Knowledge of the safe use of hand tools and power tools such as cutters, chain saws, shovels, and rakes.
  • Knowledge of Material Safety Data Sheets for hazardous materials used in water distribution operations.
  • Ability to build effective relationships as needed with employees, government officials, contractors, vendors, and the public.
  • Ability to communicate effectively verbally and in writing
  • Ability to lead a crew of employees in utility construction, maintenance and repair duties, including planning and overseeing crew’s performance of daily tasks.
  • Ability to perform field training of co-workers.
  • Skilled in operating equipment such as generators, pumps, backhoes, dump trucks, trenchers, forklift, cranes, loaders, tapping machines, boring equipment, asphalt cutters, utility locator, chlorine testers, and torches.
  • Skilled in Performing duties such as constructing and repairing water lines, tapping water lines, installing water meters, checking for leaks, water sampling, disinfecting, pressure checks, and setting water hydrants.
  • Skilled in creating maps, and “as-built” drawings.
  • Skilled in utilizing hand tools such as jack hammers, flaring tools, welders, leak detection devices, air monitoring devices, breathing apparatus, grinders, and probes.
  • Skilled in overseeing traffic control in and around work zones.
  • Skilled in performing routine and preventive maintenance and minor repairs on equipment, including cleaning equipment.

Minimum Qualification(s):

Experience

  • Five years of experience in equipment operation and utility maintenance.

Education

  • High School Diploma or equivalent.

Licenses/Certifications

  • Colorado Class ‘A’ Commercial Driver’s License with Tanker Endorsement.
  • Class III Water Distribution certificate.

Any acceptable combination of education, training and experience that provides the listed knowledge, abilities and skills may be substituted.

Preferred Qualification(s):

Experience

  • One year of experience as a crew leader preferred.

Education

  • Associates Degree in Water Systems Technology, Water Supply Technology, Water & Environmental Technology, or similar focus.

Licenses/Certifications

  • None

Physical Activities:

  • While performing the duties of this job the employee will travel within the City of Canon City and Fremont County
  • This position is a physically demanding position that requires the ability to perform manual labor for extended periods of time.
  • Work in hazardous environments under all weather conditions.
  • May be exposed to loud noise and hazards for significant periods of time.
  • Physical demands of job require some lifting; pulling; carrying and pushing of objects –approximately 100 pounds.
  • Frequent bending, simple grasping, finger/manual dexterity, standing, walking, twisting upper body, stooping, and hearing.
  • Occasional climbing on stairs.
  • Communicates verbally with City staff, outside agencies and the public in one-on-one settings, group settings and over the telephone.

Additional Information

  • This position will typically work Monday – Friday but will flex to working weekends and evenings based on seasonal, organizational or event needs.
  • This position will be required to attend occasional City Council meetings and/or other meetings and events after normal work hours.
  • Frequent extension of work day to meet deadlines.

Additional Notification:

This position may be subject to a pre-employment drug test prior to hire, or reasonable suspicion testing after hire. The City of Cañon City, as a recipient of federal grant funds, maintains a strict drug-free workplace policy. The use, possession, or distribution of illegal drugs while on company property or performing job duties is prohibited and may result in disciplinary action up to and including termination. Although Marijuana and its derivatives, in some cases, are considered legal in the state of Colorado, they are still considered a Schedule I controlled substance under the Federal Drug Free Workplace Act (FDFWA), which makes there use, possession, or distribution illegal by City of Cañon City employees.
