Overview:

The Florida Gaming Control Commission is responsible for exercising all regulatory and executive powers of the state with respect to legal gaming, including pari-mutuel wagering, cardrooms, slot machine facilities, oversight of gaming compacts, and other forms of gambling authorized by state law, excluding the Lottery, as well as directly enforcing Florida’s gaming laws and combatting illegal gambling activities.

The agency is overseen by five Commissioners who are appointed by the Governor, with Commissioners appointing an Executive Director who leads a team of nearly 200 staff members. The mission of the Florida Gaming Control Commission is to preserve and protect the integrity of gaming activities through fair regulation, licensing, effective criminal investigation, and enforcement.

The Division of Gaming Enforcement is a criminal justice agency comprised of sworn law enforcement officers and criminal intelligence analysts handling complex cases involving RICO, money laundering, and illegal gambling throughout the state.

Position Duties and Responsibilities:

The FGCC is searching for a Crime Intelligence Analyst I for the Miami office. Work involves collection, analysis, and presentation of data related to criminal activity investigated by agency personnel. The incumbent will initiate research projects related to sophisticated or complex criminal activity to determine structure, scope of operations, capabilities, and weaknesses of the criminal suspect or organization in furtherance of FGCC investigations.

Specific duties include:

• Reviewing, monitoring, and researching crime reports to identify activities, patterns, and techniques used to facilitate and conduct illegal gambling;


• Using intelligence resources to establish connections between criminal activity and persons or organizations;


• Creating products related to Commission enforcement activity, crime reporting topics of interest, and other needs as identified by supervisors;


• Researching crime reporting data to ensure that information received or disseminated is accurate and complies with state and federal requirements;


• Maintaining regular contact with local, state, and federal criminal justice agencies, other criminal justice agencies outside of the state of Florida, and non- criminal justice agencies for the purpose of gathering and organizing information on current and developing criminal activity in illegal gambling;


• Assembles and arranges evidence and work products for trial purposes, and prepares a wide variety of related reports, graphs, charts, and exhibits, and otherwise assists investigative personnel and prosecutors with grand jury and trial activities;


• Testifies, when required, before a statewide, state, or federal grand jury or trial jury and during other proceedings, as to information obtained, and/or analyzed and for chain-of-custody of evidence;


• Maintaining familiarity of legal issues surrounding the analytic process, including privacy, confidentiality, civil rights, and civil liberties protections within the intelligence cycle and products, such as application of the 28 CFR Part 23 regulation and the handling of personally identifiable information (PII);


• Representing the FGCC at multi-agency intelligence sharing meetings;


• Traveling as required to provide investigative support, and;


• Performs other duties as assigned.


• Additionally, the incumbent will be required to attend and successfully complete the Florida Law Enforcement Analyst Training (FLEAT) course.

Knowledge, Skills, and Abilities:

• Knowledge of the principles and techniques of effective communication;


• Knowledge of the criminal justice system;


• Knowledge of the methods of data collection;


• Knowledge of Microsoft Office applications;


• Ability to analyze, interpret, and summarize criminal intelligence data and knowledge of law enforcement intelligence databases and resources;


• Ability to utilize problem-solving techniques;


• Ability to monitor criminal justice information activities;


• Ability to work independently by planning, organizing, and coordinating work assignments;


• Ability to establish and maintain effective working relationships with others;


• Ability to understand and apply applicable rules, regulations, policies, and procedures; and


• Ability to deal with the public and others in a tactful, courteous, and effective manner.

Minimum Qualifications:

• Four years (4) of law enforcement analytical experience as described above. A bachelor’s degree from an accredited college or university can substitute on a year-for-year basis for the required experience.


• Any combination of education or experience, as described above.

Note: 30 semester hours, or equivalent, of coursework from an accredited college or university is equivalent to one year of experience.

Preferred Qualifications:

• Bachelor's degree and one (1) year of law enforcement analytical experience.

*Law enforcement analytical experience is defined as “professional experience in criminal intelligence, crime analysis, or investigative analysis at a law enforcement agency.”

During this time, these positions may be required to work after normal business hours, during office closures, or during weekends and/or holidays when needed.

Work Location:

This position is located in Miami, Florida. Travel may be required.
