Job Description - CRIMINAL INVESTIGATOR II - Cripple Creek Division of Gaming

Description of Job

Division of Gaming
Ensures that limited gaming is conducted honestly, fairly, and competitively, and is free from criminal and corrupt elements.

What we do

Processing license applications and collect fees.

Conducting background investigations of applicants.

Criminal and administrative investigations of a licensee that have been alleged to have violated statutes and regulations concerning various types of consumer/public harm.

Conducting criminal investigations into unlicensed and criminal activities within casinos.

Conducting compliance inspections.

Providing educational services to licensees and the public.

A typical day in the life of a Criminal Investigator II
Conducts investigations of violations of limited gaming and criminal laws. The position observes, takes, and documents criminal complaints, plans and conducts investigations of alleged violations of Colorado Revised Statutes, Colorado Limited Gaming Statues, and Colorado Limited Gaming Regulations, and determines if criminal charges are warranted. Position responds to inquiries from casinos, casino patrons, and other agencies. Regularly provides cross-training of staff to ensure program coverage and opportunities for staff development and also develops and provides training to the regulated industry.

Primary Duties
Criminal Investigations

Prepares written investigative reports and affidavits for search and arrest warrants.

Conducts interviews of victims and witnesses and interrogates suspects.

Testifies in court: Provides assistance to local, state and federal law enforcement agencies with information on limited gaming and gaming practices, methods and licensees.

Criminal Enforcement

Proactively patrols casinos as an armed peace office to observe violations, preserve the peace, prevent, and discourage cheating, thefts and other violations of laws.

Executes warrants and collects and preserves physical and documentary evidence.

Responds to complaints, issues criminal summonses, effects arrests, transports prisoners to jail incident to arrest.

Regulatory Enforcement

Proactively patrols casinos monitoring for compliance with Colorado Limited Gaming Regulations and Internal Control Minimum Procedures. Responds to disputes and complaints of violations.

Participates in comprehensive compliance inspections to ensure that licensees, patrons, premises, records and devices are within approved minimum guidelines and those licensees and patrons are in compliance with Limited Gaming Regulations and Internal Control Minimum Procedures necessary to ensure the integrity of Limited Gaming.

Work Leader

Prioritizes and assigns work to external and internal sources when conducting investigations of violations of limited gaming and criminal laws.

Implements methods, procedures, and processes to improve workflow and productivity.

Training

Provides training and delivers presentations to internal and external sources.

Maintains required certifications and stays proficient with necessary state systems.

MINIMUM QUALIFICATIONS
Education and Experience
Bachelor's degree in business administration, public administration, criminology, criminal justice, criminalistics, political science, police science, law enforcement, law, psychology, sociology or a closely related field as determined by the Department.

AND

Two (2) years of full-time professional investigative experience. in a regulatory environment.

Current valid COLORADO POST Certification.

Substitutions

Criminal Investigative experience in a field appropriate to the position may be substituted for the degree requirement only on a year-for-year basis.

Necessary Special Requirements

Applicants must successfully pass a background investigation and a tax check prior to appointment to positions in the Gaming Division.

Applicants must successfully pass a Psychological Evaluation prior to being appointed to a position in the Gaming Division.

Applicants must be currently certified as a Peace Officer in the State of Colorado. A copy of your POST certificate MUST be submitted at the time of your application.

Must be willing to work nights, rotating shifts, weekends with on-call status, holidays, and be able to do extended travel.

Must be able to qualify and maintain qualification with a firearm.

Must be able to certify and maintain certification in arrest control techniques.

Must possess and maintain a Colorado driver's license.

PREFERRED QUALIFICATIONS and COMPETENCIES
The following preferred experience(s), competencies and abilities are highly desirable for this position and will be considered in selecting the successful candidate:

Knowledge of State of Colorado rules and regulations.

Ability to work with a diverse group of stakeholders with competing interests.

Active policing in the community equivalent to police patrol officer, sheriff deputy state trooper/police.

Proven ability to work independently and accept supervision.

Proven success organizing and tracking workload.

The preferred candidate will be currently employed as a detective or criminal investigator and possess patrol/police officer experience.

Additional years of experience in professional investigative and/or compliance experience in a regulatory environment.

Outstanding candidates will have recent experience with: investigations involving interpreting and applying statutes and researching databases.

Proficiency in the Microsoft Office Suite.

Proficiency in Google Office.

Excellent oral and written communication and interpersonal skills.

Competencies required for all DOR positions include good communications skills, interpersonal and people management skills, the ability to multitask, the ability to work with confidential information, the ability to work in high-stress environments, and the demonstrated ability to assist customers.

Conditions of Employment with the Colorado Department of Revenue

As a condition of employment with the Colorado Department of Revenue, a requirement exists that all personnel timely file all necessary Colorado Individual Income Tax (CIIT) returns and timely pay tax obligations.
