The CTM, Finance & Operations oversees the Critical Functions Team, focusing on essential operational areas such as budget monitoring, HR, and position control within the Office of Academics. This role involves leading diverse team efforts, fostering collaboration, and driving projects aimed at enhancing efficiency and effectiveness. By integrating expertise in critical functions, the leader ensures innovative solutions and successful outcomes in supporting academic excellence.

1 Lead a team of diverse talents from various Academic Divisions, focusing on critical functions like budget monitoring, HR, and position control. Ensure team efforts are cohesive and aligned with the district's strategic objectives, promoting efficiency and effectiveness in operational processes.
2. Develop a deep understanding of the organization's goals to guide the team in aligning projects with the district's overarching vision. Define project scopes, objectives, and deliverables, ensuring they contribute to academic and operational excellence.
3. Craft detailed project plans that include timelines, milestones, and resource allocations. Lead the team in executing these plans, overseeing the coordination of resources to meet project deadlines and objectives successfully.
4. Monitor project budgets and spending, ensuring judicious use of resources and adherence to financial parameters. Utilize project management tools to enhance operational efficiency, identifying and mitigating risks that could affect project outcomes or financial health.
5. Cultivate an environment of teamwork and inclusivity, encouraging open dialogue, shared knowledge, and cross-functional problem-solving. Offer leadership and mentorship, focusing on goal setting, performance evaluation, and the professional growth of team members.
6. Performs other job-related duties as assigned.

3 Years Experience working in cross-functional teams or projects.
Strong teamwork and collaboration skills, with the ability to work effectively with individuals from diverse functional backgrounds.

Strong problem-solving abilities, with a logical and analytical mindset to address complex challenges.

Proficiency in relevant software and tools used by the cross-functional team.

Manages. Accomplishes the majority of work objectives through the management of direct reports. Provides day-to-day direction to staff; may become directly involved, as required, to meet schedules and resolve problems. Responsible for assigning work, meeting completion dates, interpreting and ensuring application of policies and procedures. Receives assignments in the form of objectives, with goals and the process by which to meet goals. Provides input to hiring, performance and budget.
Work is non-standardized and widely varied, involving many complex and significant variables including significant time spent planning, evaluating complex solutions and issues, and negotiating outcomes. Strong analytic ability and inductive thinking are frequently required to devise new approaches to situations where previously accepted solutions have proven inadequate. Position regularly makes recommendations to management on areas of significance to the division. Supervision received typically consists of providing periodic coaching, advice, and feedback.
No budget development activity is required.
Decisions are made with greater freedom and discretion, including recommendations that are subject to approval on matters that may affect multiple departments across HISD. Job is frequently expected to recommend new solutions to problems, to improve existing methods/procedures/services and generate new ideas. May also review decisions made by other individuals on more routine matters.
Decisions have considerable impact to multiple divisions or the organization causing risks or improvements to relationships, significant efficiencies, or delays in operations, and/or significant financial gains or expenses. Errors are serious and difficult to discover, normally involve decisions not subject to detailed review and will result in excessive costs and/or significant project delays.
Negotiate and influence – interprets department strategies and services, resolves conflicts, influences outcomes on matters of significance for the division, conducts final negotiations and coordinates approvals/decision making below the executive level. Interactions are typically with customers and Top Management.
Leads others in the resolution of highly sensitive and confidential issues on behalf of the department. Acts as a trusted advisor and becomes involved in the customer's decision-making process including presenting alternatives and information and applying persuasion and negotiation skills in the resolution of problems. Monitors customer service standards.
Work is normally performed in a typical interior work environment which does not subject the employee to any hazardous or unpleasant elements.
Ability to carry and/or lift less than 15 pounds.
