The DAIL Quality Outcomes Specialist supports the Adult Services Division (ASD) by leading provider and staff training initiatives, strengthening quality assurance follow-up, streamlining provider enrollment, and leading division projects that improve efficiency and outcomes. This role is ideal for a highly organized, systems-minded professional who excels at seeing connections across programs and turning ideas into practical, sustainable improvements. Experience using excel and comfort with technological solutions required.

This position will report to the Adult Services Division Assistant Director. The location is Waterbury.
This position, DAIL Quality Outcomes Specialist - Limited Service (Job Requisition #55301), is open to all State employees and external applicants. It is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.

Work is performed both in a standard office setting and in the field for which private means of transportation should be available. Incumbents are subject to a variety of stressful situations while evaluating and improving support services for people with disabilities and aging adults. Work also involves regular interaction with provider and departmental leadership. Some work outside of normal office hours may be required.
Bachelor's degree or higher in public policy analysis, health and medical administration, human services or a related field.
OR
Four (4) years or more in public policy analysis, health and medical administration, public administration or a related field.
Experience with auditing, compliance and interpretation of state and federal regulations preferred.
Candidates must pass any level of background investigation applicable to the position. In accordance with AHS Policy 4.02, Hiring Standards, Vermont and/or national criminal record checks, as well as DMV and adult and child abuse registry checks, as appropriate to the position under recruitment, will be conducted on candidates, with the exception of those who are current classified state employees seeking transfer, promotion or demotion into an AHS classified position or are persons exercising re-employment (RIF) rights.
