Job Summary
You will report to the Director of Enterprise Applications at Texas PSF and play a key role in advancing enterprise data strategy. In this role, you will be responsible for establishing and maintaining data policies, standards, and practices that enable consistent, high-quality data solutions across the organization.
You will lead the Enterprise Data Governance program, driving the development, adoption, and enforcement of policies that support effective data management. You will also design and implement innovative data and analytics solutions, helping to evolve the organization’s overall data and analytical capabilities. In addition, you will perform key Business Analyst functions by partnering with stakeholders to gather, document, and translate business requirements into scalable data and technology solutions. You will develop functional specifications, user stories, and process documentation to support solution delivery.
You will ensure alignment between data governance efforts and the broader roadmap for enterprise data initiatives. Success in this role requires the ability to work independently while also collaborating closely with Texas PSF staff and IT teams in a proactive, solutions-oriented manner.
Duties and Responsibilities
Data Governance Lead and Data Manager
Lead the planning, development, implementation, and maintenance of data policies, standards, and procedures.
Identify data gaps, errors, anomalies, inconsistencies, and redundancies by analyzing the content, structure, and relationships within data.
Establish the principles of data quality management, including metadata and business definitions.
Develop data quality measures, analyze data quality results, and implement necessary changes.
Ensure organizational data flows are periodically updated.
Create and maintain business glossaries and data dictionaries.
Educate staff on data governance policies and procedures.
Develop training curriculum and conduct formal training sessions.
Development and Business Intelligence Reporting
Develop and design visually appealing and intuitive dashboards across departments.
Contribute to hands-on development efforts and the support and maintenance of Data Analytics platform solutions.
Enterprise Application Support
Provide administration, development, and maintenance of specialized investment and enterprise applications, including Enterprise Content Management (ECM).
Drive efficient troubleshooting and resolution of complex issues.
Project Management and Business Analysis
Manage projects across cross-functional domains, including coordination, planning, and scheduling throughout project initiation, development, and implementation phases.
Elicit business requirements and technical specifications.
Review related artifacts.
Facilitate coordination across different departments.
Manage system integration and user acceptance testing.
Required Minimum Qualifications
Education
Bachelor’s degree from an accredited four-year college or university with a degree in Computer Science, Management Information Systems, Data Analysis, a similar technology degree, or a related degree.
Experience
At least 2 years of experience performing advanced data analysis, project management, and business analysis.
At least 2 years of experience with SQL, ETL, and data modeling.
At least 2 years of experience in data processing automation, data quality, data warehousing, data governance, business intelligence, data visualization, and data privacy.
At least 2 years of experience with Data Governance methodology and policies.
At least 2 year of experience supporting Enterprise Content Management Solutions
Preferred Qualifications/Certifications:
Data Governance and Stewardship Professional (DGSP), Institute for Certification of Computing Professionals (ICCP)
Project Management Professional (PMP), Project Management Institute
Power BI Data Analyst Associate, Microsoft
Knowledge/Skills/Abilities
In-depth understanding of modern database and information technologies
Excellent math, creative problem-solving, and analytical skills
Knowledge of data management and governance disciplines, including data quality, metadata management, data cataloging, lineage, and master/reference data management (MDM).
Experience with industry data governance and quality frameworks (e.g., DAMA-DMBOK, EDM Council DCAM, ISO standards, NIST or government data/privacy frameworks).
Experience in relational data modeling concepts (e.g., keys, joins, normalization) with the ability to read and interpret database schemas.
Experience using data governance and cataloging platforms (e.g., Collibra, Informatica, Microsoft Purview) to manage metadata and data assets.
Experience leveraging data quality and profiling tools to analyze, monitor, and improve data integrity.
Ability to turn data into actionable insights.
Ability to influence product and cross-functional teams to identify data opportunities to drive impact
Experience translating business and data requirements into reporting, analytics, and end-to-end solutions, including dashboards, insights, and application options across a range of tools.
Extensive experience with technical project management principles and practices in an agile environment
Experience with MS Azure modules (Data Factory, Azure SQL, Azure, Azure Data Lake, CI/CD processes, DevOps)
Experienced in using Power BI for data visualization and programming in Python, Power Apps, and Power Automate
Content Management Systems administration and support
Understanding of laws and regulations for document management and retention
In-depth knowledge of Data Governance principles, policies, and procedures
Experience with software development life cycle and systems development life cycle concepts, including Agile methodology
Excellent verbal and written communication skills to translate complex problems using non-technical terms
Proficient in Microsoft Office Suite.
Excellent time management, organizational skills, and attention to detail
Excellent analytical and technical skills, with the ability to identify and resolve issues quickly and effectively.
Excellent problem-solving skills.
Excellent knowledge of project management principles and practices.
Basic knowledge of investment operations and accounting.
Physical Requirements
Ability to sit and work at a desk and computer for extended periods. Work requires mobility around the worksite routinely to carry out duties. This position may periodically require the ability to lift, carry, move and/or set up equipment and materials that weigh up to 15 pounds.
Travel/Schedule Requirements
Domestic up to 10%.
Hybrid office/telework schedule.
Ability to work/travel outside of normal business hours.
