The expected ENTRY pay range for this position based on experience and equity within the Judicial Branch is $60,673.60 to $79,250.00

About the Position

The Data Management Analyst - Human Resources provides analytical and technical support to the Human Resources department on complex Human Resources related issues, metrics, special projects, reports, and recommended process improvements. This includes maintaining the quality and consistency of database information; ensuring personnel actions follow Human Resources policies and guidelines; providing technical support to other staff and serving as a liaison to other functional areas of the Judicial Branch.

A partial telework schedule may be available for this position. Applicants must reside in Arizona by time of hire.

Position Qualifications

Education:
Bachelor's Degree in Human Resources, Public Administration, Business Administration or a related field
Experience:

Two (2) years of demonstrated full-time experience in high level information analysis or data reporting
OR

Combined education and experience qualifications:

Master's degree in a related field or directly related full-time experience in high level information analysis or data reporting may substitute for the experience or education requirement on a year-for-year basis
Our Preferred Candidate has:

Experience performing comprehensive analysis on human resources related data
Experience with Workday, a Human Capital Management system
Experience with Qualtrics or other survey data collection programs
Knowledge, skills, and abilities:

Knowledge of:

The principles of data collection and research methods
Statistical analysis
Data sources and information gaps
Skill in:

Attention to detail
Problem solving and decision-making
Organizing, prioritizing, and managing multiple tasks
Microsoft Office suite
Microsoft Excel advanced functions (formulas, pivot tables, charts, etc.)
Ability to:

Understand the Judicial Branch structure
Understand and adhere to the policies and procedures of the Judicial Branch
Understand and reference pertinent Federal and State laws, codes, and regulations
Extract information from multiple data sources to provide a comprehensive analysis
Explain technical concepts in non-technical language
Communicate effectively, both verbally and in writing
Handle confidential or sensitive information in a tactful and responsible manner
Work well under pressure and handle changing priorities or interruptions seamlessly
Use good judgement in applying and following established procedures
Work independently on complex assignments using discretion and judgment including time management to meet deadlines
Network and establish effective working relationships within the organization, County, and other agencies
Essential Job Tasks

Performs analysis of large and complex data sets; collects, compiles and processes data to prepare clear and comprehensive reports on a variety of human resources metrics on a scheduled and an ad hoc basis
Collaborates with subject matter experts across Human Resources and the organization to collect information and work on special initiatives
Partners with department staff across the Judicial Branch to map and streamline processes and procedures
Proactively applies analytical and research skills to monitor trends, elevate issues, and make recommendations to Branch leadership
Delivers high quality analysis, reporting, and presentations orally and in a written format
Queries data and responds to requests from internal and external stakeholders
Conducts regular reviews of data and assists in data clean-up
Assists in the development of business requirements, configures human resources applications to meet business needs, builds data models, and maintains dashboards and other data visualizations
Manages special projects and initiatives aligned with human resources activities
Participates in mentorship and cross-training opportunities with the Data Integrity and Analytics department

Working Conditions

While performing the duties of this job, the employee may need to communicate clearly, perceive details of objects that are close by, and maintain various physical positions for extended periods, such as sitting, standing, or walking. The job may involve using hands for tasks such as typing, handling objects, or operating tools, as well as reaching with hands and arms. Occasionally, the employee may be required to move or lift objects weighing up to 20 pounds. Reasonable accommodations may be made to enable individuals with disabilities to perform these functions.

Judicial Branch Human Resources reserves the right to move forward candidates based on the information provided directly on the application. The hiring authority will select the successful candidate based on departmental needs.

Typically, successful candidates are hired at a salary rate up to the midpoint of the range, based on applicable experience, internal equity, and budgetary allowances.

All Judicial Branch offers of employment and continued employment are contingent upon passing a thorough background and/or fingerprint check. Applicants must completely and fully answer any questions regarding felony and misdemeanor convictions including any convictions that have been expunged or set aside. The Judicial Branch of Arizona in Maricopa County participates in the State Retirement systems ASRS or PSPRS. As such, mandatory membership for all full-time employees includes payroll deducted contributions consistent with each retirement system's requirements. The current contribution rate for ASRS is 12.29% and the current contribution rate for PSPRS is 5.44% and up for the defined contribution plan and 9.81% for the defined benefit plan. Judicial Branch facilities are located throughout Maricopa County. This position may be reassigned to other locations. Assignments will be made based upon the needs of the department.
