DESCRIPTION OF SERVICES Texas Health and Human Services Commission requires the services of 1 Database Administrator 2 , hereafter referred to as Candidate(s), who meets the general qualifications of Database Administrator 2, Data/Database Administration and the specifications outlined in this document for the Texas Health and Human Services Commission . All work products resulting from the project shall be considered "works made for hire " and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s). Level Description 4-7 years of experience in the field or in a related area. Familiar with standard concepts, practices, and procedures within a particular field. Relies on limited experience and judgment to plan and accomplish goals. A certain degree of creativity and latitude is required. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. Job Description Enters codes to create production data base. Selects and enters codes of utility program to monitor database performance, such as distribution of records and amount of available memory. Dir ects programmers and analysts to make changes to data base management system. Reviews and corrects programs. Answers user questions. Confers with coworkers to determine impact of data base changes on other systems and staff cost for making changes to data base. Modifies data base programs to increase processing performance, referred to as performance tuning. Workers typically specialize in one or more types of data base management systems. Providing assistance in the planning, development, maintenance, and monitoring of integrated database systems, and ensuring that the conceptual and design phases of new applications are consistent with the structural parameters within the database environment. Evaluates users' requests for new data elements and systems, incorporates them into the existing shared data environment, and provides technical assistance. Coordinates the use of data to ensure data integrity and control redundancy, loads databases, and reorganizes as needed. Performs data modeling and prototyping. Performs logical and physical data modeling, designs relational database models, and creates physical data models from logical data models. Performs security recovery procedures. Determines and implements database search strategies and storage requirements. Maintains data dictionary ensuring uniformity of definitions and sets standards for use of data dictionary. Monitors database performance and recommends efficiency improvements. Creates test database environment for applications section, including the creation of necessary libraries and procedures. Executes the procedures necessary to save, retrieve, and recover databases from hardware and software failures within established procedures. Assists with determining, implementing, and enhancing standards on database security and with monitoring agency disaster recovery procedures and systems. Assists with the installation of database software and with analyzing, designing, and implementing databases. Assists in benchmarking and threshold testing of databases and with establishing and controlling necessary database security. Assists in the selection of database management software. Experience in computer systems analysis or computer programming work. Knowledge of the principles, practices, and techniques of computer programming and systems design; of computer operations, systems, and procedures; of project control and cost estimating techniques; of computer programming languages; of data processing flowcharting techniques; of database structures and theories; and of current database technologies. Has working knowledge of EIR Accessibility standards and assistive technologies. Ensures that user interfaces for database administration and inputting, viewing, outputting data(via reports) are compliant with accessibility standards. Provides support to users in obtaining data / information when EIR Accessibility issues arise. Additional job details and special considerations Knowledge of SNOMED, LOINC, HL7 is preferred, but not necessarily required. Knowledge of AWS RDB is preferred, but not required Knowledge of SAS is preferred, but not required. II. CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements: Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 5 Required Database administration, management, data imports and exports and developing reports 3 Preferred Experience using Microsoft SQL Server 3 Preferred Understanding Data Usage patterns to plan for capacity management 3 Preferred Ability to manage database security, integrity backup procedures, and performance tuning III. TERMS OF SERVICE Services are expected to start 04/15/2024 and are expected to complete by 08/31/2024 . Total estimated hours per Candidate shall not exceed 1500 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing. IV. WORK HOURS AND LOCATION Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission . Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM , excluding State holidays when the agency is closed. The primary work location(s) will be at 701 W 51st St, Austin, TX 78751 . Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts. The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission . V. OTHER SPECIAL REQUIREMENTS **HHSC MAX NTE rate for this position is $116.00/HR.** Services are expected to start 04/15/2024 and are expected to complete by 08/31/2024 . Total estimated hours per Candidate shall not exceed 1500 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing. IV. WORK HOURS AND LOCATION A) Services shall be provided during normal business hours unless otherwise coordinated through the Agency. Normal business hours are Monday through Friday from 8:00 a.m. through 5:00 p.m., excluding Texas state holidays when the agency is closed. B) The primary work location will be 701 W 51st Street, Austin, Texas 78751. Position will be 100% remote. Prefer candidates who are within the state (Any location within the State of Texas), if Out of State, time zone should be the same as Texas (Central Time). C) Any and all travel, per diem, parking, and/or living expenses shall be at the worker's and/or Vendor's expense. D) The worker may be required to work remotely at HHSC discretion, up to 100 percent of the time. E) The worker may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through the Agency. ADDITIONAL TERMS AND CONDITIONS Submission of a candidate's resume by multiple vendors will result in disqualification of the candidate from this opportunity. This position is subject to availability of funding. In submitting a resume for this solicitation, the vendor attests to their compliance with e-verify for the submitted candidate. E-verify requirements are outlined in Appendix A, Section P. Immigration, of the Standard Terms and Conditions for Information Technology Staff Augmentation Contract. Worker must sign an Acceptable Use Agreement as a condition of employment. Worker must sign and return an HHSC Information Technology Staff Augmentation Contractor Integrity Agreement (ITPC-01 Form) before a purchase order is issued. Vendor must sign and return and HHS Information Security Cybersecurity Training Acknowledgement ( HHS Form 3834 ) before a purchase order is issued. Vendor must conduct a criminal history investigation of the Worker and provide the results to HHSC prior to the issuance of any purchase order. The criminal history investigation must have been conducted within six months prior to the issuance of any purchase order, including a purchase order for modifying or extending the terms of the agreement. Should the Worker not be acceptable to HHSC at any time because of the results of the criminal history investigation, then HHSC may immediately terminate its purchase order and related service agreement or request replacement of the Worker in question. By accepting the purchaser order, the Vendor agrees to comply with the HHS Data Use Agreement . VII. RIGHT TO AMEND OR WITHDRAW SOLICITATION DIR reserves the right to alter, amend or modify any provisions of this solicitation, or to withdraw this solicitation, at any time prior to the award of a Work Order pursuant hereto, if it is determined by DIR to be in the best interest of the State to do so. VIII. RESPONSE DEADLINE Vendor shall respond via the ITSAC Portal with proposed candidate resumes and the response must be received by 03/25/2024 @ 5:00 PM (CT) . IX. EVALUATION OF RESPONSES Response must be submitted into the ITSAC Portal by the response deadline listed in Section VIII of this solicitation. Failure to do so will result in disqualification of the response. Vendor hereby represents to DIR they are registered as a Texas Vendor, with all necessary Texas taxpayer identification numbers with the Comptroller of Public Accounts and be in good standing with that office, and otherwise be authorized to do business with the State of Texas. Form D (Right to Represent) - a Candidate whose name and Form D is submitted by more than one vendor for the same opportunity may be considered by the Customer. The Customer, at its discretion, may hire a Candidate submitted by multiple Vendors. Vendors may not submit resumes outside of the process for solicitations. (Appendix A, Section 11. C). Vendor is prohibited from contacting a Customer to discuss an "open competitive solicitation during the Work Order Solicitation; however, Vendor is allowed to market their business to Customers. (Appendix A, Section 13. 3) Vendor is prohibited from submitting a substitute candidate during the interview process if the original candidate is no longer available. Vendor may offer a replacement candidate, if the Purchase Order (PO) has been issued and the original candidate is no longer available. (Appendix A, Section 11. E). The Vendor and/or its subcontractors, if any, shall certify that they are not suspended or debarred from doing business with the federal government as listed in the Excluded Parties List System (EPLS) maintained by the General Services Administration, and (x) as of the effective date of the Contract, are not listed in the prohibited vendors list authorized by Executive Order #13224, "Blocking Property and Prohibiting Transactions with Persons Who Commit, Threaten to Commit, or Support Terrorism, " published by the United States Department of the Treasury, Office of Foreign Assets Control. DIR will verify EPLS status via the TPASS web site . Vendors listed on the prohibited vendors list will result in disqualification of the entire response. A. Candidate resumes and references from the responses shall be made available for download in the ITSAC portal to the Customer. The determination of candidates to be interviewed and the final award shall be made by the Customer. For Texas State Agency customers, WorkQuest resumes must be reviewed and a determination made to either select the WorkQuest candidate or reject the WorkQuest candidate and report this decision on the Agency's State Use Report per Texas State Use Act, Chapter 122, Texas Human Resources Code. X. RESPONSE FORMAT The Vendor response shall follow the format described below. Submit only the following: Candidate Reference Form, submit copy for each Candidate. Candidate Qualifications - Vendor must complete and merge with resume. Candidate Acknowledgement Form, Vendor must obtain signature from Candidate and merge with resume. Candidate Resume - submit copy for each Candidate. Vendor may submit no more than 1 candidate resume(s) for this job. Candidate Reference Form, Candidate Qualification Form, Candidate Acknowledgement Form, and Candidate Resume to be merged into one (1) document and uploaded into the ITSAC Portal in PDF Format.
