Job Description - Deputy Anchorage Program Manager

Description

SUMMARY: The Tribal Child Welfare Unit’s Deputy Anchorage Program Manager, located in Anchorage, AK, is responsible for supervising the Child In Need of Aid (CINA) and Tribal Court case management and advocacy work within the program and managing the Anchorage office. This position will work closely with the program’s legal team; supervise the ICWA Advocates; develop close working relationships with OCS/State/Tribal Court partners; and manage the day-to-day operations of this location. This position will work closely with its counter-part Deputy in the Bethel office to align the court advocacy with on-the-ground communication with Tribes and families in the Western Region and prevention work. With oversight from the Tribal Child Welfare Unit Manager, the Deputy Anchorage Program Manager will ensure that all services meet the unique needs of the Tribes that we serve.  

PERFORMANCE REQUIREMENTS: 

  • Develop a strong working knowledge of the Indian Child Welfare Act and Child Welfare in Alaska.
  • Hire, train, and supervise ICWA Advocates and Anchorage office support staff. 
  • Coordinate and facilitate relevant training opportunities for ICWA Advocates and office support staff to ensure ongoing staff development. 
  • Coordinate legal advocacy services with ICWA Advocates and attorneys to ensure well-supported representation of AVCP’s compacted Tribes in state court through consistent case staffing, planning, and communication.
  • Work closely with the Program Manager to plan and implement work under Tribal Title IV-E plan.
  • Lead various projects focused on improving and expanding the delivery of Child Welfare Services within and around the Anchorage area and within the program.
  • Work closely with the program leadership team and legal team to ensure smooth processes are in place for transferring state CINA cases to Tribal jurisdiction (Tribal Court) for AVCP compacted Tribes. 
  • Develop and maintain positive working relationships with co-workers, OCS staff, Court System personnel, attorneys, service providers and Tribal Councils. 
  • Manage the day-to-day operations of the Anchorage Office. 
  • Track and monitor high volumes of ICWA case work, reports, filing systems, and information. 
  • Respond to clientele with requests for service, assistance, and information with a high level of professionalism and customer service. 
  • Assist with the development and maintenance of departmental policies and procedures.
  • Attend court hearings, Team Decision Making meetings, and other meetings related to CINA cases as needed.
  • Utilize various computer programs to track and maintain data, budgets, and time studies. 
  • Complete program and financial reports as needed. 
  • Develop and monitor program budgets as needed. 
  • Travel to Bethel, AVCP region villages, and areas around Anchorage periodically to gain further knowledge of tribal needs, understand complex CINA cases, and enhance partnerships. 
  • Maintain strict confidentiality of the department and clientele. 
  • Other duties as assigned.

Requirements

SUPERVISORY RESPONSIBILITIES:

  • Directly supervise all Advocates (I, II and III) and Anchorage office support staff using weekly one-on-one meetings, team meetings, and direct communication.
  • Practice open communication with staff to enhance job satisfaction and overall morale. 
  • Carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
  • Ensure staff have the tools and training required to effectively do their jobs. 
  • Complete annual performance evaluations.

EDUCATION & EXPERIENCE: 

High school diploma or GED is required. A bachelor’s degree in a related field from an accredited university or a minimum of three (3) years of supervisory experience and/or program management in child welfare or a related field is required.
