DHAPP is responsible for the Department of Defense’s program to reduce HIV/AIDS in Foreign Militaries. In support of this Program, it is requested that the Contractor identify shall provide a Technical Advisor. Specifically, the need is to provide scientific, evidence-based expertise to assess and critically evaluate HIV programs in all partner military programs and provide guidance for improving epidemic outcomes in each partner military. The Technical Advisor will possess expertise in HIV prevention, key population programming, PMTCT programming, general population HIV programming, and program management to help DHAPP achieve the goal of reducing HIV in foreign militaries.
The Contractor will provide the necessary personnel to accomplish the work described in the following tasks: The Technical Advisor shall assess and evaluate partner military HIV/AIDS activities under the direction of the Senior Technical Advisor. This includes but is not limited to travel to partner HIV clinical/testing/prevention sites, mentoring partner military POCs, critically assessing field site activities, conducting quality assessment visits, evaluating grant proposals, and assessing policy documents. The Contractor will collaborate and coordinate with other DHAPP colleagues, staff from other PEPFAR agencies, and implementing partners.
The Technical Advisor may serve on PEPFAR technical working group(s) as needed. In that role, he/she will participate in technical discussions, policy development, and technical assessment visits. In addition, as a member of the technical working groups, the Contractor will be asked to review country operational plans (COPs) and regional operational plans (ROPs) and participate in COP/ROP approval meetings. Effective participation in these meetings requires expertise in technical management of HIV, but also current international public health and PEPFAR mechanisms.
