Serving as a key member of DOTs executive leadership team, and reporting directly to the First Deputy Commissioner, the Deputy Commissioner for the Division of Roadway Repair and Maintenance will oversee and provide executive direction for the following critical Units: Arterial Maintenance, Asphalt Operations, Milling Contract Management, Street Maintenance, Technical Administration, and Resource Management and Administration Support. Will control a PS/OTPS budget of approximately $285 million and manage a staff in excess of 1,400 covering a 24 hour a day, 7 days a week operation, even on holidays, in all five boroughs. Areas of responsibility will include: Oversee and direct citywide street maintenance of nearly 20,000 lane miles, including milling and paving 1,150 lane miles yearly; repair of roadway defects (potholes, cave-ins, hummocks, grading, ponding, etc.); installation of speed reducers; inspection of resurfacing projects and complaints; managing the Adopt-A-Highway program; coordination of citywide milling and paving schedules; and coordination with DOT Sidewalks and Inspection Management Division on pedestrian ramps and other concrete work, and with DOT Transportation Planning & Management Division on Street Improvement Projects. Oversee milling contractors. Ensure adequate production of asphalt from DOT Brooklyn plant. Help guide asphalt plant reconstruction in Queens.

Coordinate with DCAS for the adequate and timely purchase of vendor asphalt; control the efficient assignment of appropriate vehicles and equipment dispatched from central depots. Respond to emergencies, including dangerous pavement conditions, storm conditions, and assisting DSNY with snow and ice removal. Oversee and direct the maintenance of all City- and State-owned highways through the upkeep of 198 miles and 2,400 landscaped acres of land; guiderail and fencing installation and repair, debris removal, mechanical sweeping, grass cutting, and the placement and maintenance of impact attenuators. Manage the implementation of innovative technologies in operations and materials, including synthetic and modified asphalt, guiding staff in the evaluation and development of solutions. Coordinate roadway work with external entities including Con Edison, Verizon, contractors, and members of community boards and other organizations. On an executive level, interface with agencies including DCAS, OMB, OEM, DEP, DSNY, DOB, DOF, NYSDOT, NYSDEC, MTA, Landmark Preservation Commission, EDO, Office of Labor Relations, Office of the Advocate, Office of Safety & Health, and the Mayor’s Office of Media and Entertainment.

Qualifications

1. Bachelor’s degree from an accredited college and 4 years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, consultative or executive capacity or supervising personnel performing activities related to the duties of the position; or 2. A combination of education and/or experience equivalent to "1" above. However, all candidates must have the 18 months of administrative, managerial, executive, consultative or supervisory experience described in "1" above.
