Job Description - Deputy Contract Manager (DCM)

Join our team as a Deputy Contract Manager (DCM). In this pivotal role, you'll be at the forefront of senior-level execution and site coordination for the FAA. Your main focus will be on overseeing operations, coordinating technical management, and driving workforce execution.

Consistent with the approved Workforce Transition Plan and Management Approach, the DCM supports contract execution while maintaining clear separation between transition leadership and contract authority. The Contract Manager (CM), based in Oklahoma City, retains sole contract authority. The DCM supports execution, escalates decisions appropriately, and serves as acting CM only when formally designated.

The Deputy Contract Manager shall:

  • Provide on-site leadership and coordination
  • Support execution of contract requirements in accordance with the SOW, task orders, and FAA policies
  • Serve as the primary site-level coordination point for Technical Managers assigned to Atlantic City
  • Monitor operational performance, staffing status, and site-specific risks
  • Identify issues requiring contract authority and escalate to the CM in a timely manner
  • Support implementation of workforce onboarding, training, and readiness activities post-transition
  • Coordinate with the CM on staffing levels, coverage risks, and performance trends
  • Support quality assurance, compliance, and corrective action activities
  • Ensure adherence to security, access, timekeeping, and training requirements
  • Participate in internal reviews, readiness assessments, and performance evaluations
  • Maintain regular, structured communication with the CM to ensure alignment and transparency

Authority and Governance

  • The DCM does not possess independent contract authority.
  • The DCM may not commit the contractor on scope, staffing, schedule, or cost matters without CM approval.
  • The DCM provides recommendations and operational input to inform CM decisions.
  • Acting CM authority is exercised only when formally designated and documented.

This authority model is consistent with the Workforce Transition Plan principle that contract authority is centralized to ensure clarity and accountability.

Supervisory Responsibilities

  • Provides direct supervision to assigned Technical Managers at the Atlantic City site
  • Supports Technical Managers in personnel oversight, issue resolution, and performance execution
  • Does not exercise contract-wide staffing authority or policy-setting responsibility

Core Competencies

  • Strong understanding of FAA technical and engineering environments
  • Demonstrated ability to manage complex technical teams within defined authority boundaries
  • Sound judgment regarding escalation and risk identification
  • Strong communication and coordination skills
  • Ability to operate effectively in a multi-site contract structure
  • Professionalism and discipline in FAA-facing interactions
  • Commitment to compliance, fairness, and objective workforce management

Required Qualifications

  • Bachelor’s degree in engineering, engineering technology, or a related technical or scientific discipline
  • Minimum of 8–10 years of experience supporting FAA, DoD, or other Federal technical programs
  • Experience supervising technical personnel in a regulated or safety-critical environment
  • Familiarity with FAA operational environments, NAS systems, or equivalent complex systems
  • Working knowledge of Federal contracting principles and compliance requirements

Preferred Qualifications

  • Advanced degree in engineering, management, or related field
  • Prior experience supporting FAA AJW organizations or SLE-type contracts
  • Experience supporting multi-location or multi-task-order programs

Work Environment and Travel

  • Primary duty location is the WJHTC in Atlantic City, NJ
  • Periodic travel to Oklahoma City and other FAA locations as required
  • Estimated travel requirement: up to 10–20%
