Job Title:        Deputy Director - Administrative Hearings

Salary:            Anticipated $85,000 to $105,000 annually – commensurate with experience

Overview:

Plans, develops, directs, and coordinates operating and program activities; represents the Director in assigned areas of public, inter-divisional and inter-governmental relationships.

Duties and Responsibilities:
  • Directs and coordinates the conduct of formal administrative hearings, safety responsibility hearings and the conduct of informal hearings, pursuant to the Illinois Vehicle Code, primarily in Chicago metro area and the northern and central portions of the Illinois.
  • Directs and coordinates all activities within the BAIID division, including overseeing the installation and monitoring of ignition interlock devices installed in vehicles of individuals convicted of DUI offenses; leads the certification of Illinois vendors that provide ignition interlock services each year; conducts inspections of BAIID sites, and issues Monitoring Device Driving Permits (MDDP) for first time DUI offenders
  • Directs and participates in the formulation/implementation and execution of Department policies and rules with an emphasis on the Hearings Division.
  • Coordinates with the Office of General Counsel and representatives of the Illinois Attorney General's Office regarding administrative hearings which are appealed to the courts on Administrative Review.
  • Establishes and maintains effective inter-divisional, inter-governmental, public and professional liaisons and legislative contacts; interprets department programs, policies and objectives to governmental organiza­tions, the public and professional groups; provides information and suggestions.
  • Directs and evaluates the activities of division supervisors, and hearing officers on an ongoing basis; prepares reports as assigned within, a designated timeframe and submits to Director.
  • Performs other duties as required or assigned.
Education and Experience:

Requires knowledge, skill and mental development equivalent to completion of four years college, preferably with major coursework in business or public administration or law and three years of managerial/legal experience in a private or public organization, preferably with experience dealing with the Illinois Vehicle Code.  Experience overseeing administrative hearing divisions is preferred.

  • Requires thorough knowledge of modern management practices, techniques and procedures.
  • Requires thorough knowledge of staff utilization and motivation.
  • Requires extensive knowledge of modern techniques utilized in program research, development and implementation.
  • Requires extensive knowledge of effective communications techniques including computer applications.
  • Requires extensive knowledge of state government organization and functions.
  • Requires extensive knowledge in budgeting in a governmental organization.
  • Requires ability to develop, establish and maintain effective working relationships with public, private and other governmental organizations.
  • Requires ability to develop operational and program objectives within the framework of legislated functions and professional philosophies.
  • Requires ability to direct and coordinate the functions and activities of a variety of professional, management and operational personnel.
