Qualifications for this Career Opportunity

 

  • Knowledge of general management concepts and practices, including goal-planning, organizational planning, program planning, evaluations, and policy development.

  •  Strong leadership skills and ability to speak effectively before large audiences in a variety of situations, including confrontational or delicate situations.

  • Ability to analyze systems, identify problems, and recommend solutions.  

  • Meet minimum qualifications:

    • Bachelor’s degree in Rehabilitation Counseling, Disability Studies, Human Services, Public Administration, Social Work, Education, or a related field.

    • Five years’ experience in serving individuals with disabilities.

    • Three years of experience supervising and/or managing programs, work units, and staff, and budgets.

    • Other combinations of related education and experience may be considered on a case-by-case basis.

  • Preferred Qualifications

    • Master's Degree in Rehabilitation Counseling, Law, Social Work, Psychology, Disability Studies, Business Administration, or another field that reasonably provides competence in the employment sector, in a disability field, or both.

    • Legislative experience

This position may be eligible for partial telework within the state of Montana. Specific conditions will be provided by the supervisor and must adhere to state policy.

The Montana Department of Public Health and Human Services (DPHHS) has a career opportunity within the Disability Employment and Transition Division.

 

The mission of the Disability Employment and Transition Division (DETD) is to advance the independence and employment of Montanans with disabilities. This position reports to the Division Administrator of the DETD and is responsible for overseeing the Division’s continuous quality improvement, program integrity, and human resource management. The role also leads the development, writing, and ongoing management of the Division’s procedures and rules to ensure consistency, compliance, and operational excellence.  The position directly oversees the Montana Accessible Communications Program. 

 

The deputy administrator directs the division’s initiatives to improve processes on an ongoing basis, achieve a high standard of service delivery, and improve outcomes. Responsibilities include creating training curriculum, developing and monitoring performance tools, designing, evaluating, and strengthening controls.  The role also encompasses drafting, maintaining, and managing the Division’s procedures and rules to ensure clarity, consistency, and compliance across all programs.

 

In addition, this position oversees the development, evaluation, and implementation of the ongoing Vocational Rehabilitation case review process. This position serves as a liaison among bureaus, technology teams, and support staff, coordinating efforts through a quality-improvement lens to ensure all federal reporting requirements are met. The position directly supervises three to five positions and will serve as acting Division Administrator as requested
