Job Description - Deputy Emergency Manager

Description

Teller County is seeking a Deputy Emergency Manager to assist the Emergency Manager in performing a broad range of emergency management functions, including disaster preparedness, response, recovery, mitigation, and resiliency planning for Teller County. This position supports emergency management operations by coordinating training, developing and delivering exercises, and public outreach programs. The Deputy Emergency Manager is responsible for the creation of and/or updates to emergency response and recovery plans and annexes in support of the Emergency Operations Plan. 

What You'll Do: 

1) Assist the Emergency Manager with advising Teller County leadership to include the Sheriff, County Administrator, and the Board of County Commissioners of any federal, state, or local emergency management legislation, regulations, and policy changes that may impact Teller County and its citizens. 

2) Assist the Emergency Manager by serving as a liaison with federal agencies, the Division of Homeland Security and Emergency Management, and Homeland Security Agencies, as assigned. 

3) Develop and maintain relationships with partner agencies including representatives from local, regional, state, and federal representatives to create an integrated effort toward preparedness, community risk reduction, and support efforts to bolster capabilities. 

4) Represent Teller County Office of Emergency Management at local, regional, state, and federal emergency management related meetings and events with and/or in the absence of the Teller County Emergency Manager.

5) Assist the Emergency Manager, as assigned, in departmental budget management to include grant reporting for the Emergency Management Performance Grant (EMPG), invoice processing, reports, and purchase orders. 

6) Develop and maintain procedures that ensure records are reported and maintained according to the State of Colorado and Federal requirements to ensure maximum reimbursement to the affected jurisdictions and timely submission of required documentation for incident response and recovery processes. 

7) Support the identification of critical infrastructure and key resources throughout Teller County through collaboration with community partners, first responders, and other county partners to develop plans to protect and recover from any man-made or natural occurring threats or hazards. 

8) Maintain assigned emergency management databases to ensure data integrity for the credentialing system for Teller County and first responder employees. 

9) Serve in the Teller County Emergency Operations Center (EOC) during incidents to provide situational awareness, resource tracking, and any other assigned support position. Coordinate with partners to assist displaced residents, support the needs of responders, and ensure accountability of assigned resources or assets. 

10) Deploy, when appropriately assigned and approved, to assist other jurisdictions in the State of Colorado in disaster management to develop emergency management skills and work toward task-book, position-specific training and certification. 

11) Coordinate with partners in emergency preparedness, mitigation, response and recovery outreach to the Teller County community regarding natural and man-made disasters (e.g., wildfire, flood, severe weather, active shooter, and cyber security) in a way that incorporates whole community planning.

12) Work with the Emergency Manager in an ongoing community effort to develop, review and update emergency management plans, annexes and related documents (e.g., mutual aid agreements, memorandums of understanding, etcetera) that support the Teller County Emergency Operations Plan (EOP). This includes, but is not limited to, the development of outreach material, job-aids, forms, standard operating procedures, and additional plans as identified. 

13) Assist in the development and distribution of public information and community promotions for Emergency Management and Public Alert and Warning in collaboration with the Sheriff’s Office. Distribute content to various platforms that may include the county website, print, video, and social media as well as assist in developing and presenting at community meetings. Provide public information support on incidents and coordinate with local PIOs and the Joint Information Center (JIC) when it is active. 

14) Support the Emergency Manager in the maintenance and revisions of the Teller County Integrated Preparedness Plan (IPP) including working with jurisdictions and departments within the County to identify needed planning, training, organizational improvements, and equipment needs within the POETE (Planning, Organizing, Equipping, Training, and Exercising) model.   

15) Support the Emergency Manager in supporting and coordinating the Local Emergency Planning Committee (LEPC).

Additional job duties: 

1) Assist the Emergency Manager in licensing, permitting and regulation of secure transportation services and authorization to operate an ambulance in Teller County. 

2) Assist in coordination of resource mobilization and logistic plans to work with agencies in the update and input of equipment resources into state/federal databases. 

3) Assist in the development and maintenance of intergovernmental agreements (IGAs), and Memorandums of Understanding with neighboring agencies to build response capacity. 

4) Provide support to local agencies to plan, conduct and evaluate exercises needed to test plans in accordance with the Homeland Security Exercise and Evaluation Program (HSEEP). 

5) Maintain and share with approved recipients the Hazardous Materials facility files for the Local Emergency Planning Committee (LEPC) as required under Title III of the Emergency Planning and Community Right to Know Act. 

6) Coordinate and supervise other county employees and emergency volunteers when the Teller County Emergency Operations Center is activated.

7) Perform other and similar duties as assigned by the Emergency Manager, Sheriff, County Commissioners and/or County Administrator. 

Requirements

What You'll Bring:

Education/Experience: 

  • Bachelor’s degree in emergency management, fire science, homeland security, communications, urban planning, environmental science, or a related field from a regionally accredited college/university is strongly preferred. 
  • With a bachelor’s degree, at least two-years work experience in emergency management, emergency community engagement, planning, fire, EMS, law enforcement, dispatch or occupational health and safety is strongly preferred. 
  • For non-degree applicants, a combination of training and experience that provides the listed knowledge, skills and abilities may be considered.  Candidates must have a minimum of five (5) years’ experience in emergency services, i.e. law enforcement, emergency medical services, dispatch or fire services with documented training and work experience in emergency management related tasks including preparedness planning, HSEEP compliant exercise development, incident management, or experience in an Emergency Operations Center as an Emergency Support Function lead or representative; any acceptable combination of education, training and experience that provides the listed knowledge, skills and abilities may be substituted.

You Also Have These Knowledge, Skills & Abilities:

Knowledge of: public safety radio systems and utilization of radios and communicating via VHF and P25 compliant 700/800Mhz radios and knowledge of basic functions of radios and Tactical Interoperable Communications Plans (TIC-P); familiarity with the Americans with Disability Act (ADA) and related Federal and State digital accessibility laws; grant management and application experience, especially with state and Federal Emergency Management Agency (FEMA) or other federal grants; principles and processes for providing excellent customer service, including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.  

Skilled in: Strong written and oral communication skills to include experience effectively speaking before public gatherings and meeting facilitation; strong computer and technology skills required to include proficiency in the use of, or ability to quickly learn, Microsoft Office (Word, PowerPoint, Excel) and Google Suite (Gmail, Google Docs, Google Sheets, Google Forms, Google Slides, Google Sites, etc.); use of ArcGIS, WebEOC, EM Grants Pro, and other emergency management related programs; managing Windows based systems, printers, sound system equipment, and calendar management to include virtual meeting systems (e.g., Google Meet, ZOOM, Microsoft Teams, etc.); creating graphics and materials for promotional materials via various mediums including print, online and video formats and strong project management skills.

Ability to: make sound judgements and decisions during emergencies and stressful situations; work with confidential and sensitive information; work under pressure and establish work priorities; work independently and effectively within a team environment where you may be asked to lead, provide direction, guidance, and/or problem-solve in emergency situations appropriately; confidently interact with and work alongside diverse groups, including but not limited to county and agency representatives, senior leadership, the media, public, elected and appointed officials and an ability to implement conflict management skills while working in various high stress situations; demonstrated ability to develop, edit, and write professional and practical emergency plans, processes, policies and procedures; be flexible and quickly switch between projects and priorities based on deadlines and current situations to include adjusting daily schedule to meet department and county needs is required; learn CAMEO, MarPlot, CAMEO Chemicals and Tier II Submit for managing Tier II Data and develop basic knowledge of the Environmental Protection and Community Right to Know Act (EPCRA) and related Colorado Statutes and authorities related to the position; communicate effectively in writing and verbally. 

  

Additional Details About the Role:

Visual Acuity/Hearing/Speaking: Must be able to write and read; able to hear, see and speak.  

Physical Effort/Dexterity: Ability to walk, stand, sit, type, use hands to operate computer and equipment, operate tools, reach with hands and arms, talk, listen, hear, read and speak English language, see, grasp, pull, lift, bend, ability to get in/out of vehicles and operate a motor vehicle. Ability to lift and carry 50 pounds.

Environmental Factors: Work is generally performed in an office setting; required to sit and drive to attend in-person and virtual meetings, handle multiple phone calls, meetings, inquiries and deadlines; normal operations environment may include multiple meetings, deadlines, and priorities. Due to the nature of work, employee may be exposed to emergency and hazardous conditions, extreme weather, and unstable conditions. The ability to maintain personal awareness and preparedness is required. 

Work Schedule/Characteristics: 40 hours per week; availability outside normal business hours to include weekends and holidays may be required. May be subject to long, irregular hours in emergency situations

License/Certification Requirements: Possession of and ability to maintain a valid, unrestricted Colorado driver’s license and operate a county vehicle.

Additional Requirements: Incident Command/Federal Emergency Management Training: Possession of National Incident Management System (NIMS) 100, 200, 300, 700, and 800; IS 230.e, IS 235.c, IS 240c, IS 241.c, IS 242.c, IS 244.b or completion within one year of employment, completion of the FEMA or State of Colorado Basic Emergency Management Academy, and Basic Public Information Officer (PIO) Training. Position requires access to CJIS Information, sensitive public safety information and physical areas subject to CCIC/NCIC background clearance. Candidate must pass a background investigation including a national fingerprint check prior to hiring.

  

Compensation and Benefits:

Salary range: $83,852.00 - $88,044.00 annualized

Status: Full-time, Exempt

Location:  Divide, on site
