Position Description
Our client, a prominent public-sector housing and community development organization in Central Maryland, is seeking an experienced and strategic Deputy Executive Director to serve as a key member of the agencyâs executive leadership team. The Deputy Executive Director partners with the Executive Director to guide organizational strategy, oversee operations and support divisions, and ensure the effective delivery of housing programs and services.
This position plays a central role in advancing our client's mission by strengthening organizational performance, supporting policy implementation, and fostering collaboration across departments, community partners, and government stakeholders.
Responsibilities
The DED reports to the Executive Director and assists in the administration of the day-to-day operations through implementing policy, supervising assigned staff, and serving as the acting Executive Director in their absence. The DED will serve as a key advisor to the Executive Director, Senior Management team, and the Board of Directors. It is anticipated that the DED will handle the following units, however, this could vary depending on the candidateâs areas of expertise.
a. Human Resources. Provide executive oversight of the Human Resources function, ensuring effective policies and practices related to recruitment, employee engagement, performance management, professional development, benefits administration, and organizational culture. The DED works closely with the Human Resources Manager to ensure that policies, procedures, and personnel practices support operational goals and workforce development.
b. Communications. Lead the development and implementation of communications and public engagement strategy in alignment with the strategic plan. This includes strengthening relationships with community organizations, housing advocacy groups, and local government partners, expanding public outreach efforts, and supporting engagement with elected officials and stakeholders.
c. Operations: Provide leadership and executive oversight of internal administrative and operational functions that support day-to-day activities. Responsibilities include oversight of office operations, facility and space management, administrative policies and procedures, records management practices, and coordination of office infrastructure supporting staff and public services. The DED also oversees sublease relationships with nonprofit partners participating in collaborative initiatives.
d. Additional Strategic Responsibilities. Depending on the candidateâs experience and organizational needs, the Deputy Executive Director will also provide executive oversight of additional divisions or initiatives, including Finance, Resident Services, or other strategic projects.
