Job Summary

KBR is seeking a Deputy Liaison Officer (LNO) to support the Integrated Fires Directorate (IF‑D) within the Program Executive Office Missiles and Space (PEO M&S). This position is located in Guam and serves as the primary Portfolio Acquisition Executive (PAE) Fires focal point and coordinator with U.S. Army Pacific (USARPAC), Joint Task Force – Micronesia (JTF-M) direct reporting unit to INDOPACOM, Joint Region Marianas (JRM),  the 94th Army Air and Missile Defense Command (94th AAMDC), and the Guam Defense System Joint Program Office (GDS JPO). The LNO will facilitate coordination, integration, and information exchange among stakeholders to support acquisition, operational alignment, and mission execution. Primary responsibilities include:


Roles & Responsibilities:
• Serve as the primary entry point for all requirements coming into PEO M&S and apply a system-of-systems acquisition approach across the portfolio.
• Coordinate with PEO M&S program offices, United States Indo-Pacific Command (USINDOPACOM), partner organizations, and international partners regarding information, technology requests, system demonstrations, transportation, integration, and employment of Air and Missile Defense (AMD) systems.
• Collaborate with Army Futures Command (AFC), Cross Functional Teams (CFTs), the Rapid Capabilities and Critical Technologies Office (RCCTO), Centers of Excellence, Joint Services, academia, and industry to align solutions with Warfighter needs.
• Support mission and task analysis to integrate AMD systems into operational and concept plans, including those for USINDOPACOM, 94th AAMDC, and coalition commands.
• Prepare and execute staff actions supporting PEO M&S across classified and unclassified channels.
• Attend regional exercises, meetings, and events where PEO M&S capabilities are relevant.
• Coordinate with science and technology experts to support concept development and capability requirements.
• Provide monthly written updates to IF-D and prepare written products including reports, information papers, and executive summaries.
• Prepare and present classified briefings to senior leaders and stakeholders.
• Support off-hour secure video teleconferences as required.
• Travel within the Theater area of responsibility up to 30%.
• Comply with all applicable U.S. Army policies and training requirements.

Basic Qualifications:
• 15+ years of experience with AMD weapon systems, including operational employment and integrated AMD defense design planning.
• Familiarity with command-and-control (C2) integration across USINDOPACOM, and partner-nation air defense organizations.
• Valid passport and willingness to travel up to 30%.
• Top Secret clearance with Sensitive Compartmented Information (SCI) eligibility.

Desired Qualifications:
• 20+ years of AMD experience.
• 5 + Years recent experience (civilian or uniformed) within USARPAC, including knowledge of organizational structure, culture, and staff processes.
• Highly desired former field-grade officer experience in Field Artillery (13A), Air Defense Artillery (14A/140A/140K), or Space Operations (FA40).
• Technical knowledge of systems managed under PEO M&S.
• Experience supporting senior leaders and working in multi-organizational teams.
• Operational experience with Army programs of record and test systems.
• Knowledge of the Department of War (DoW) acquisition process.
• Understanding of systems engineering, integration, and performance assessment.
• Bachelor’s or Master’s degree preferred.
