The Opportunity
WSDOT is currently seeking a Transportation Technical Engineer to serve as the Design Build Procurement Engineer in the Northwest Region. This position reports to the NW Region Connecting Washington Engineering Manager and will be responsible for managing the region's procurement of Design-Build projects for the Highway Construction Program; a highly specialized technical program having substantial regional impact. This position plays a key role in managing and leading the procurement process for the NWR Design-Build program and coordinating the regional effort in supporting the Design-Build program. This position plans, leads, strategizes, and organizes the procurement of Design-Build contract including Request for Qualification's (RFQ) (including project goals and scoring criteria), Instructions to Proposers (ITP) and Request for Proposal (RFP) documents, planning, and oversight of Statement of Qualification (SOQ) evaluation and coordination of the Proposal evaluation. In addition, this technical position is responsible for training regional discipline leads and design staff on Design-Build RFP document preparation. This position is critical in fostering a respectful and healthy work environment with focus on diversity, equity, and inclusion.

What to Expect
Among the varied range of responsibilities held within this role, the Design Build Procurement Engineer will:
Oversee Northwest Region Design-Build procurement processes and perform final review of procurement packages developed by the Design-Build Procurement Team.
Oversee the development of project contract documents to ensure consistency in approach and policy application across the region. If inconsistency occurs, return documents to the team with direction on what changes need to be made, and confirm that the changes meet the project contract specifications.
Work closely with project teams on the development of RFQ, ITP and RFP documents, leading and organizing the SOQ and Proposal review teams and processes and being a steward for consistency in the scoring and decision-making processes.
Obtain Region management concurrence on project and context specific risk allocation, and other relevant project Design-Build related policy decisions.
Participate in WSDOT Design-Build policy meetings and discussions, with the WSDOT Design-Build Engineer and region senior management to provide guidance on contract documents and language and ensure they are followed.
Manage, mentor, and develop staff within the Design-Build Procurement Team.

Qualifications
To be considered for this opportunity, the following are

required :
One (1) year experience as a Transportation Engineer 4 or equivalent, such as a Bridge Engineer 4 or Transportation Planning Specialist 4
OR
Three (3) years of experience as a Transportation Engineer 3 or equivalent, involving roadway design and design-build projects.
OR
Approved equivalent combination of education and experience:
Master’s degree and one year of experience involving roadway design and design build projects.
Bachelor’s degree and two years of experience involving roadway design and design build projects.
In addition to:
Knowledge of management skills and the ability to lead and supervise lower-level staff.
Knowledge and ability to apply those engineering principles and practices with a strong background in both design and construction.
Knowledge of the Design-Build delivery method, RFQ and RFP development, best value determination, proposal process oversight, principles of management, quality principles and tools, contract administration policy, and construction contract laws.

It is

preferred

that qualified candidates also have:
Working knowledge of project management practices and supervisory experience.
Knowledge of WSDOT project management software including Hyperion, FIRS, TRAINS, TEIS, PMRS
Two (2) years of experience in performing roadway design including, design documentation, environmental documentation, permitting, hydraulics, right of way, public involvement, etc.
Two (2) years of project scheduling experience.

The salary listed includes the legislative approved 5% salary premium for positions in King County.
In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable

Collective Bargaining Agreements . Information on other compensation types for non-represented positions can be found in

Chapter 357-28

of the Washington Administrative Code.
