DESIGN ENGINEERING SUPPORT:
1. Assist in developing and refining the design and construction requirements for projects.
2. Develop customer discretionary Requirements Definition Agreements (RDAs) which contain at a minimum, the purpose, major objectives, project scope, related items not in scope, system impacts, operational constraints, and risks.
3. Participate in project site walkdowns and Project Scoping Agreements (PSAs).
4. Support developing the Statement of Work (SOW), Independent Government Cost Estimates (IGCEs), schedules, Requests for Proposals (RFPs), and Technical Evaluations.
5. Maintain proficiency in the most current Unit Price Book (UPB) by RSMeans, Costworks including the following list of cost data publications: Assemblies and Cost Data, Building Construction Cost Data, Concrete and Masonry Cost Data, Electrical Cost Data, Heavy Construction Cost Data, Interior Cost Data, Mechanical Cost Data, Plumbing Cost Data, Site Work & Landscape Cost Data, Square Foot Costs, Commercial Renovation Cost Data, Facilities Construction Cost Data, and Facilities Maintenance & Repair Cost Data.
6. Review designs submitted by NASA or a NASA contractor to ensure accuracy, applicability, and maintainability.
7. Review shop drawings, test reports, as-builts, pay requests, and schedules submittals and Requests for Information (RFIs).
8. Provide design consultation services during the execution phase of projects.
9. Develop and/or review engineering drawings, studies, calculations, technical specifications, and/or related documentation. 10. Participate in and/or organize design reviews, coordination meetings, pre bid/construction meetings, badging processing, site visits, inspections, constructability reviews between others to ensure successful completion of the project phase(s).
11. Assist the Government with various procurement activities.
12. Attend pre-bid meetings or site visits, review/address bidder questions, review bids, and review bidder qualifications.
13. Assist with change orders and develop engineered solutions and/or changes to the contract.
14. Use and manage the construction project’s electronic project tracking system.
15. Support development of construction special conditions and liquidated damages calculations.
16. Assist in problem resolution and handling of disputed issues (including development of Government’s position).
17. Assist with closeout/turnover activities.
18. Assist in Commissioning Services including, but not limited to, providing professional and technical expertise for monitoring, and inspecting start-up, calibration, and certification of a facility or operating systems.
19. Assist the Government in Claims Services including, but not limited to, providing technical support (not legal assistance) in handling disputed matters once a third-party contractor has made written demand for payment or other relief under the contract and submitted it to the CO for decision in accordance with the disputes provision of the contract. In relation to Claims Services, the Contractor will review disputes and claims from the claimant and render all assistance that the Government may require.
20. Update notes in the electronic tracking system weekly
Bachelor's Degree and 4 yrs' experience in project integration management; OR vocational/technical or military certification and 9 yrs' experience in project integration management; OR High School Diploma and 14 yrs' experience in project integration management.
