All work products resulting from the project shall be considered "works made for hire" and are the property of the

and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law.

I. DESCRIPTION OF SERVICES

requires the services of two (2)
Salesforce Developer/Programmer Analyst 3 , hereafter referred to as Candidate(s), who meet the general qualifications of Developer/Programmer Analyst 3 and the specifications outlined in this document for the
Railroad Commission of Texas .

The Railroad Commission of Texas will pay no fees for interviews or discussions
that occur during the process of selecting a Candidate(s).
Job Description • nalyze, design, code, and, as required, test enhancements to complex modules. • Design, develop, and modify web applications for complex agency information technology systems. • nalyze existing programs or formulate logic for new systems, devise logic procedures, prepare flowcharting, perform coding, and test/debug programs. • Develop data conversion and system implementation plans. • Prepare and obtain approval of system and programming documentation. • Design a new database schema to persist data from the new application. • Follow RRC security framework, architecture, and high-level design similar to the other newer applications developed using the Salesforce framework, etc. • Work on the integration with the mainframe, external document service, and existing web services, or create new web services when needed.
II. TERMS OF SERVICE Services are expected to start
on 5/20/2024 and are expected to be completed
by
8/31/2024 . Total estimated hours per Candidate shall not exceed
560
hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing, which will be determined in July or August of 2022 based on RRC funding availability for the next fiscal year.
III. WORK HOURS AND LOCATION Services shall be provided during normal business hours unless otherwise coordinated through the
Railroad Commission of Texas . Normal business hours are Monday through Friday from
8:00 AM to 5:00 PM , excluding State holidays when the agency is closed. A consistent work schedule will be determined with input from selected candidates based on workload and assignments.
The primary work location(s) will be
Work from Home . All travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. The

will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends, evenings, and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through the
Railroad Commission of Texas .
IV. OTHER SPECIAL REQUIREMENTS Selected candidates are required to access the RRC technical environment via GoToMyPC (or similar) and must have a device capable of handling this connection, including a headset as needed. Alternately, the RRC may provide a desktop or laptop device for connection to the RRC network in certain situations. The laptop must be returned to the RRC Help Desk upon the candidate's resignation or termination or the end of the purchase order/contract. V. ADDITIONAL TERMS AND CONDITIONS The term of the Purchase Order is May 20, 2024, through August 31, 2024, with the option for 3 one-year renewals at the RRC's sole discretion, depending on satisfactory performance and availability of funding. The Purchase Order term may not be extended except by POCN.
Renewal Periods: 1st Renewal - September 1, 2024, through August 31, 2025 2nd Renewal - September 1, 2025, through August 31, 2026 3rd Renewal - September 1, 2026, through August 31, 2027
VI. RIGHT TO AMEND OR WITHDRAW SOLICITATION DIR reserves the right to alter, amend, or modify any provisions of this solicitation or to withdraw this solicitation at any time prior to the award of a Work Order pursuant hereto if it is determined by DIR to be in the best interest of the State to do so.
