Job Description - Development Project Manager (Affordable)
Summary: We are seeking a highly skilled and experienced Affordable Housing Development Project Manager to oversee all aspects of affordable housing development projects. The ideal candidate will possess a deep understanding of affordable housing development processes, including knowledge of HUD programs, Tax Credits, and underwriting procedures. They will be responsible for managing the entire development lifecycle from inception to completion, ensuring projects are completed on time, within budget, and in compliance with all regulatory requirements. Responsibilities: Manage all phases of affordable housing development projects, including site selection, feasibility analysis, financing, design, construction, and lease-up. Develop and maintain project schedules, budgets, and financial proformas. Coordinate with architects, engineers, contractors, and other consultants to ensure project requirements are met. Oversee the preparation of financing applications, including Low-Income Housing Tax Credits (LIHTC), HUD financing, and other funding sources. Conduct feasibility studies and financial analyses to assess project viability and risks. Negotiate contracts with vendors, consultants, and partners to ensure favorable terms and cost-effective solutions. Manage relationships with lenders, investors, government agencies, and other stakeholders throughout the development process. Ensure compliance with all regulatory requirements, including HUD guidelines, LIHTC regulations, Fair Housing laws, and local building codes. Provide regular updates to senior management and project stakeholders on project status, budget, and performance metrics. Identify and mitigate project risks and challenges, proactively resolving issues as they arise. Supervise project team members, including development associates, analysts, and administrative staff. Maintain accurate project records, documentation, and reporting for internal and external audits. Requirements: Bachelor's degree in Urban Planning, Real Estate Development, Finance, or a related field. Master's degree preferred. Minimum of 5 years of experience in affordable housing development, with a proven track record of successfully managing complex projects. Strong understanding of HUD programs, including Section 8, FHA financing, and other subsidy programs. Extensive knowledge of Low-Income Housing Tax Credits (LIHTC) and experience with LIHTC applications and compliance. Familiarity with underwriting processes, financial modeling, and real estate investment analysis. Excellent project management skills, with the ability to prioritize tasks, manage multiple projects simultaneously, and meet deadlines. Strong negotiation, communication, and interpersonal skills, with the ability to collaborate effectively with a diverse range of stakeholders. Detail-oriented with a focus on accuracy and quality in all work products. Proficiency in Microsoft Office Suite, project management software, and financial modeling tools. Commitment to affordable housing development principles and social impact goals. Preferred Qualifications: Professional certifications such as Certified Affordable Housing Manager (CAHM) or Project Management Professional (PMP). Experience working with nonprofit organizations, housing authorities, or community development agencies. Familiarity with green building practices, sustainable design, and energy efficiency standards in affordable housing. Knowledge of local zoning regulations, land use planning, and entitlement processes.
