Job Description - Development Support Manager

Under general supervision of the Chief Development Officer, the Development Support Manager position performs highly sensitive, complex, and difficult work with a variety of stakeholders, from internal staff, to City Council, to residents, to developers, to various City boards. The incumbent has considerable latitude for the exercise of independent judgment in carrying out assigned responsibilities and in meetings with department heads, outside agencies, community and civic groups, consultants, and others. The position directly manages work, but also partners with various departments involved with development on continuously improving the 4 P’s: People, Process, Policy and Performance.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Oversees the City’s efforts related to Special Districts, in coordination with the Chief Development Officer, including direct coordination with the Special Districts Manager and ensuring the City is supporting the needs of new special district requests while also ensuring compliance with existing special districts.

  • Prepares policy recommendations related to development.

  • Maintains a dashboard of key development-related performance metrics and supports departments in the collection and improvement of those metrics.

  • Focuses the Development Team on the 4 P’s of People, Policy, Process and Performance, and supports their efforts to continuously improve in all four of those areas.

  • Tracks and supports high-profile development projects, as identified by the Development Team and City Management.

  • Identifies and manages opportunities to maintain open lines of communication with the development community.

  • Coordinates the Development Team Huddle meetings and organizes and manages work from the Development Team Huddle Board.

  • Leads cross-departmental efforts in collaboration with the Organizational Development team to improve development-related processes throughout the organization.

  • Prepares and delivers presentations.

  • Coordinates and prepares reports and correspondence in response to requests for information from City Management, City Council, or the development community; may also prepare City Council agenda material such as ordinances, council memos, workshop presentations, etc.

  • Serves as a member of the Development Services Administrative Team, assisting with organizational culture and strategy efforts.

  • Supervises, trains, and evaluates staff, as assigned by the Chief Development Officer.

MINIMUM QUALIFICATIONS: 

Education, training and Experience Guidelines

Bachelor's Degree from an accredited institution with coursework in public administration, business administration, organizational leadership, urban planning, or engineering.  Three (3) years of increasingly responsible experience managing a variety of city operations and working with and managing a diversity of employees.  Experience with managing complex analytical and strategic projects.  Experience working on organizational change and continuous improvement projects.

Preference for the incumbent to hold a Master’s Degree from an accredited institution with coursework in public administration, business administration, organizational leadership, urban planning, or engineering, which may substitute for 1 (one) year of related experience.

  • Public administration practices and local government issues

LICENSES AND CERTIFICATION REQUIREMENTS

Valid Class "C" Texas driver’s license required. Out-of-state license holders must have a valid license and provide a three (3) year driving history.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Sufficient physical ability to work in an office setting; sit, stand, walk, reach, twist, turn, kneel, bend, squat, and/or stoop for prolonged periods of time; perform duties requiring grasping, repetitive hand movement, and fine coordination; and operate office equipment.  Certain project management assignments may involve exposure to outside weather conditions, working around moving equipment, and working in high, precarious places.

Hiring Range: $83,382.52 - $104,457.60, annually.
