The Opportunity:
OVERVIEW
Are you passionate about creating inclusive, user-centered technology solutions? Multnomah County’s Department of County Assets (DCA) is seeking A Digital Product Owner (6055 Business Systems Analyst Senior) to join our IT Web & Digital Experience (WDX) team!
In this role, you will bridge the gap between Information Technology staff and County business partners, translating strategic needs into high-quality digital services for our internal and external customers. You will lead the execution of product development initiatives to elevate the usability and impact of our public-facing web products.
Our Public Website & Digital Service Transformation program utilizes human-centered design principles to:
Lower barriers to service access so people can interact with the County in a way that meets their needs, and
Improve website accessibility, relevance and usability of the County’s published content
This is a Limited Duration Appointment (LDA) expected to last up to 2 years, though it may end at any time.
As a Digital Product Owner, you will:
Drive Agile Delivery: Manage user stories, prioritize development backlogs, and collaborate with the Digital Product Manager to achieve quarterly goals and commitments.
Standardize Workflows: Define robust processes for requirements gathering, business analysis, and user acceptance testing to maintain high UI/UX standards.
Champion Accessibility: Integrate WCAG standards into the software development lifecycle and collaborate cross-functionally to ensure inclusive design.
Facilitate Collaboration: Act as liaison between designers, researchers, developers, and stakeholders to translate research and feedback into accessible, high-quality web architecture.

Minimum Qualifications & Transferable Skills:
Training and experience for advanced-level, professional classifications are typically equivalent to a bachelor's degree
AND
Five or more years of experience that demonstrates the ability to perform the duties of the position. (Equivalency typically equals 9 years of qualifying training and/or experience).
This position requires specific Knowledge, Skills, and Abilities to effectively support our business applications.
Required Specialized Knowledge, Skills, and Abilities (KSAs):
Drupal Product Architecture: Advanced knowledge of Drupal Information Architecture (IA) with a deep technical understanding of the Drupal entity system (including sitemaps, navigation, content types, taxonomies, webforms, paragraphs, and views). Advanced skill in documenting business rules to define custom Drupal architecture.
Strategic Product Prioritization & Agile Delivery: Expert knowledge of managing the end-to-end software development lifecycle for custom Drupal CMS products using Agile/Scrum. Advanced ability to translate a product roadmap and UX insights into precise, ready-to-implement technical user stories for Drupal developers. Working knowledge of Zenhub for GitHub, GitHub, and CI/CD pipelines.
Enterprise Content Governance: Advanced proficiency in creating and managing technical guardrails, permissions, and workflows for distributed, non-technical content editors. Working knowledge of design systems and component-based web architecture.
Digital Equity & Accessibility Governance: Advanced knowledge of User-Centered Design (UCD), usability principles, and Web Content Accessibility Guidelines (WCAG). Demonstrated ability to interpret WCAG 2.1 and 2.2 AA standards and translate them into explicit technical user stories (e.g., ARIA labels, semantic HTML, and accessibility testing).
Preferred Qualifications & Transferable Skills
You do not need to have the following preferred qualifications to qualify; however, we may consider them when identifying the most qualified candidates:
Experience working as a Digital Product Owner or Business Systems Analyst within a public sector or local government environment.
Proven experience managing vendor relationships, contract procurement, or statements of work (SOW) for technology platforms.
Demonstrated success leading cross-functional teams through major, enterprise-scale website transformations or platform migrations.

The Selection Process
We expect to evaluate candidates for this recruitment through the following structured phases:

Equal Pay Law
Actual compensation will be determined in accordance with the Oregon Equal Pay Law and will take into account factors such as the candidate's relevant experience, education, seniority, training, and tenure. Candidates should expect that initial offers will be made within the designated job profile pay range and typically not at the top of the range.
ADDITIONAL INFORMATION
Type of Position: This full-time role is represented by AFSCME Local 88 and is eligible for overtime.
Official Work Location: Multnomah Building, 501 SE Hawthorne Blvd., Portland, OR 97214
Schedule: Monday – Friday, 8:00 AM – 5:00 PM. Some flexibility with start and end times is available.
Routine Telework: This position is designated as “routine telework,” meaning you will be working remotely (from home); a hybrid schedule also is available. As with all routine telework positions, employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations.
Residency & Visa Requirements: All Multnomah County employees must reside in Oregon or Washington. We are currently unable to sponsor employment visas (including H-1B, F-1 OPT, or STEM OPT)
