Summary:
As a senior member of the clinical informatics team, the National Director, Clinical will play a critical role in providing clinical pharmacy expertise, formulary management, oversight of pharmacy benefit manager (PBM) clinical programs, and support for managing transparent PBM contracts. Additionally, the National Director will collaborate closely with the National Director of Pharmacy Solutions to ensure alignment between clinical strategy and overall program operations. This role also involves providing regional support and guidance related to clinical requests related to drug utilization and assistance in identifying trends.

Key Responsibilities:
Formulary Oversight:
Develop and implement comprehensive formulary strategies tailored to client needs and industry best practices.

Evaluate new drugs and therapeutic classes for inclusion in formularies, considering clinical efficacy, safety, and cost-effectiveness.

Collaborate with the National Director of Pharmacy Solutions to align formulary decisions with program objectives and operational requirements.

Work with PBMs and GPOs to obtain advanced insights related to formulary changes and monitor horizonal drug patent changes that may lead to impending formulary changes.

Collective PBM Contract Support:
Working with the National Director of Pharmacy Solutions, support clients in their decisions during negotiations, including assistance with transparent and value driven PBM contracts to ensure they are aligned with client organizational goals and objectives.

Conduct thorough analysis and review of PBM contracts as it pertains to clinical management programs to determine their viability and ability to impact cost and quality, while ensuring compliance with regulatory requirements and industry standards.

Collaborate with the National Director of Pharmacy Solutions to develop contract terms that support performance guarantees associated with clinical management program goals and work with the HUB’s Pharmacy Analytics team to implement metrics to evaluate if such programs are achieving intended results.

Analytics and Insights:
Review advanced analytics to extract meaningful insights from large, complex healthcare data sets.

Provide analytical support to clinical and operational teams, translating complex data findings into actionable strategies.

Work with HUB’s regional and national clinical team to establish trigger reports to pre-emptively identify risk or irregularities in prescription patterns (i.e., gaps in care, waste, fraud, abuse, excessive pricing, over-prescribing patterns, etc.).

Utilize HUB's Fusion data analytics platform to assess pharmacy-related risks and opportunities and work with regional pharmacy practices to articulate findings to clients.

Analyze pharmacy claims data, utilization patterns, and trends to identify potential cost drivers and areas for intervention.

Collaborate with the National Director of Pharmacy Solutions to develop risk mitigation strategies that support overall program objectives and client outcomes.

Oversight of PBM Clinical Programs

Provide clinical leadership and oversight of PBM clinical programs, including prior authorization, step therapy, and medication therapy management.

Monitor program performance metrics and outcomes to identify areas for improvement and optimization.

Collaborate with the National Director of Pharmacy Solutions to ensure seamless integration of clinical programs within overall program operations.

Leadership and Collaboration:
Lead and mentor a remote team of data analysts and scientists, fostering a culture of innovation and data-driven decision-making.

Strategically align analytics initiatives with the organization's broader objectives, providing regular updates to the Chief Clinical Informatics Officer and other stakeholders.

Collaborate with departments across the organization to integrate analytics into daily operations and strategic planning.

Provide regional support and guidance to clients on clinical requests related to drug utilization, formulary management, and medication therapy optimization.

Assist regional teams in identifying trends and patterns in pharmacy claims data to drive proactive interventions and improve client outcomes.

Collaborate with regional stakeholders to address clinical pharmacy challenges and implement solutions that enhance program effectiveness.

Basic Qualifications:
EDUCATION / EXPERIENCE

Doctor of Pharmacy (PharmD) degree from an accredited institution. Board certification (e.g., BCPS) or advanced clinical training preferred.

Active pharmacist licensure in good standing.

Minimum of 5 years of experience in clinical pharmacy practice, with a focus on pharmacy benefit management, formulary management, and PBM contracting.

Strong knowledge of pharmacy benefit design, drug utilization management, and pharmaceutical industry trends.

Demonstrated expertise in analyzing pharmacy claims data and utilizing data analytics platforms to drive informed decision-making.

SKILLS

Excellent communication, presentation, and interpersonal skills.

Proven ability to work independently, prioritize tasks, and manage multiple projects simultaneously.

Commitment to continuous learning and professional development in the field of clinical pharmacy and healthcare management.

Proficient knowledge of Microsoft products required.

Excellent verbal, presentation, and written communication skills

Strong project management skills, organizational and prioritization skills

Ability to manipulate data in many formats to draw clinical conclusions.

Ability to work independently with minor to moderate supervision.
