DescriptionUnder direction, is responsible for the planning, organization, development andsupervision of an Economic Development Program; does related work asrequired.

Conversely, all duties performed on the job may not be listed.Examples of DutiesDevelops a comprehensive plan to establish and foster economic self-helpprograms in a locality to foster the establishment and organization of smallbusiness enterprising; supervises the organization of block associations andprovides technical assistance to enterprises until they become self-sustaining.
Provides talks to various religious, civic, and block associations to explain thepurposes of the Economic Development Program.
Formulates and is responsible for budgetary expenditures.
Provides assignments and instruction to staff and supervises their workperformance.
Maintains records and files.
May be required to learn to utilize various types of electronic and/or manualrecording and information systems used by the agency, office, or related units.Typical QualificationsEDUCATION:Graduation from an accredited college or university with a Bachelor'sdegree.
NOTE:
Applicants who do not possess the required education maysubstitute additional experience as indicated on a year for year basis.
EXPERIENCE:Six (6) years of experience in the administration or organization of smallbusiness enterprises of various types.
LICENSE
Appointees will be required to possess a driver's license valid in NJ only ifthe operation of a vehicle, rather than employee mobility, is necessary toperform essential duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of the problems and procedures involved in the establishment,promotion, and supervision of various self-help small business enterprises.
Knowledge of the procedures required to deal with members of a communityorganization to elicit required information.
Knowledge of the functions and scope of various public and private agencies thatwill assist community associations in organizing small business enterprises.
Knowledge of individual and community economic problems.
Ability to organize and administer small business enterprises for the purpose ofeconomic self-help and development in a community.
Ability to prepare reports.
Ability to plan and execute cooperative agreements between the community andofficials of the Economic Development Program.
Ability to establish and maintain cooperative working relationships withcoworkers and other involved in the work of the unit.
Ability to speak clearly before interested groups concerning the objectives of theEconomic Development Program.
Ability to provide assignments and instruction to staff and supervise their workperformance.Ability to learn to utilize various types of electronic and/or manual recording andinformation systems used by the agency, office, or related units.
Ability to read, write, speak, understand, or communicate in English sufficientlyto perform the duties of this position. American Sign Language or Braille mayalso be considered as acceptable forms of communication.
