Job Summary

The Finance Director serves as the chief financial leader of the health center. This role is responsible for the overall fiscal health, strategic financial planning, and regulatory compliance. Ensures the integrity of financial operations while supporting our mission to provide high-quality, patient-centered care to underserved communities.

The incumbent may be required to perform additional, position-specific duties as assigned by their manager and/or LRHC Leadership.

Financial Strategy & Leadership

  • Strategic Planning: Partner with the CEO, Senior Leadership, and the Board Finance Committee to establish short- and long-term financial goals.
  • Fiscal Sustainability: Drive financial forecasting, modeling, and capital project planning to support organizational growth.
  • Board Reporting: Prepare and present comprehensive, accurate, and timely monthly financial statements to the Board of Directors.

FQHC Compliance & Grant Management

  • HRSA & UDS Compliance: Oversee financial compliance with HRSA Section 330 grant requirements and lead the preparation of the annual Uniform Data System (UDS) financial tables.
  • Grant Accounting: Supervise the tracking, allocation, and reporting of all federal, state, and private grant funds.
  • Program Oversight: Ensure strict financial oversight and internal controls for the 340B Drug Pricing Program and the Sliding Fee Discount Program.

Financial Operations & Revenue Cycle

  • Revenue Cycle Management: Collaborate with the billing department to optimize patient revenue, monitor FQHC Prospective Payment System (PPS) and APM reimbursement rates.
  • Budgeting: Lead the annual organizational budgeting process across all clinical sites and departments.
  • Audits & Taxes: Coordinate the annual independent financial audit, single audits (Uniform Guidance), and the preparation of IRS Form 990.
  • Team Supervision: Directly recruit, train, manage, and evaluate finance and billing department personnel.

Requirements

Education and/or Experience:

  • Degree: Bachelor’s degree in Accounting, Finance, or Business Administration (Master's degree or MBA preferred).
  • Certification: Certified Public Accountant (CPA) designation preferred.
  • Experience: Minimum of 5–7 years of progressive healthcare finance management experience preferred.
  • FQHC Expertise: At least 3 years of direct experience working within an FQHC or Community Health Center preferred.

Language Skills:

Bilingual (English/Spanish) preferred

Skills and Competencies:

  • Deep working knowledge of GAAP, Uniform Guidance (2 CFR 200), and HRSA compliance.
  • Proficiency with healthcare-specific ERP software and Electronic Health Record (EHR) billing modules.
  • Strong leadership skills with a proven history of managing and developing finance staff.
  • Excellent analytical, communication, and presentation skills.

Equipment Operated:

  • Wide range of office equipment.

Mental/Physical Requirements:

Frequent sitting or standing for long periods while using a computer. Regular walking within the clinic to coordinate with staff. Must be able to lift or move up to 15–25 pounds and occasionally push.
