JOB SUMMARY:

To promote the mission of PATH to help individuals achieve a more independent and fulfilling life, the Director, Financial Planning & Analysis, is responsible for planning, forecasting, budgeting, and analyzing program activities that support the agency’s financial health and strategic initiatives. The Director, Financial Planning & Analysis will support the Chief Operating Officer to improve short-term and long-term financial planning and performance functions that enhances the Finance Department ability to efficiently report activities to the Executive Council, Board of Directors, and external agencies.

PHYSICAL DEMANDS: Minimal in nature.

QUALIFICATIONS: BS/ MS in Business, Economics, Finance, Accounting. At least 10 years of Finance experience leading an FP&A department/function, with 5 years’ experience in supervising staff. Project Management Certification preferred but not required. Excellent computer skills; proficiency with Office 365 Products (Outlook, Word, Excel, PowerPoint, Publisher) and Adobe; ability to use financial/accounting databases, project management software.

SPECIFIC DUTIES:

Financial Planning & Analysis

  1. Support the Chief Operating Officer and Finance Department to identify and analyze business operations by assisting in planning, managing, and coordinating business initiatives to streamline and improve practices, processes, and procedures.
  2. Assist Chief Operating Officer with ensuring new strategies and changes align with operational, financial, technological, goals and objectives of the agency.
  3. Collaborate with the Chief Operating Officer and Program Directors to develop and implement plans that align with the budget, clinical and strategic plans of the Agency.
  4. Work with stakeholders to identify comprehensive goals for performance and growth for the Agency.
  5. In consultation with Chief Operating Officer, develop and implement communication, engagement and change impact measurement strategies that support the Financial Strategic Plan for the Agency.
  6. Support the Chief Operating Officer in developing enterprise-wide financial reporting that analysis program activities and provides data driven outcomes to improve business operations.
  7. Work with the Chief Operating Officer to develop long range and annual financial plans in support of PATH’s strategy and business and Enterprise initiatives.
  8. Develop and implement standard monthly reports that analyze revenues, expenses, and cash flows.
  9. Works with Fiscal Director to ensure external reporting obligations are achieved by the established deadlines.
  10. Create and implement a forecasting model for personnel costs.
  11. Develop schedules that inform the Executive Council and Board of Directors of the financial health of the Agency.
  12. Collect and analysis a wide range of data for financial planning, forecasting, budgeting, and modeling using various systems.
  13. Support and serve as a backup to the Fiscal Director in leading the Finance Department.

Budget Management

  1. Support the Chief Operating Officer in developing and implementing annual operating budgets for Administration, Intellectual Disability, Behavioral Health, and HUD.
  2. Undertake, throughout the entire budget cycle, financial monitoring, and analysis of all financial operations as well as analysis of progress towards financial objectives, ensuring consistency with approved budget, strategy and organizational guidelines and proposing corrective action.
  3. Collaborates with Executive Council Members to discuss budget proposals and to establish the priority of different requests; recommends the deletion, inclusion, or modification of different requests; participates in determining the strategy to be employed in requesting funding, such as, changes to anticipated expenditures.
  4. Creates and updates budget templates as needed.
  5. Collects and compile budget data to build funders budget reports annually for submission to CBH, DBHIDS, County and other agencies.
  6. Work cooperatively with other departments within PATH to address and resolve budget matters.
  7. Works collaboratively with Fiscal Director to ensure monthly analysis is completed and the “story” is provided for Executive Council for that period activities.
  8. Attends and supports the development of budget and financial reports for the monthly Audit Committee.
  9. Works with the Chief Revenue Officer to align the budget expectations of revenues are consistent with the information being inputted in the financial enterprise system.
  10. Collaborate with the Fiscal Director, Chief Revenue Officer and Chief Operating Officer to ensure proper recording of revenue and expenses are stated accurately for each reporting period.

Project Management

  1. Research and utilize best practice tools, methodology, and processes of project management and continuous improvement to support the efficiency and effectiveness of Finance Department.
  2. Work with stakeholders with ongoing analysis to highlight areas of financial improvement and identify and utilize new processes and tools to improve operations.
  3. Work with stakeholders to identify current service levels, metrics, resources, and processes; work with Chief Operating Officer Leadership Team to identify solutions that will increase financial efficiency, reduce costs, and improve services that aligns with program compliance and performance expectations.
  4. Work with Chief Operating Officer Leadership Team and develop continuous improvement financial strategies to include customer service, inter-unit and programs business processes, technical support, staffing levels, internal controls, and quality management.
  1. Support in evaluating performance by analyzing and interpreting data and metrics that are established by program.

Other Financial Functions

    1. Support the Chief Operating Officer as needed in the following areas:
      1. Support the Finance Department when the team is short-staffed.
      2. Serve as a backup when the Fiscal Director is not available.
      3. Actively participate and support in monthly program meetings such as HUD, Rep Payee and/or clinical
      4. Build relationships with our banking partners and become knowledgeable in all our funding responsibilities, revenues from programs, cash management, liabilities, and investments.
      5. Supports Accounting, Revenues, and Finance as needed to accomplish goals and recurring activities.
      6. Supports the annual audit process.
      7. Other Duties as assigned.
