Job Description - Director, Global Head of Integration, Governance and Control - AML Reporting, Insights, Integration
Overview:
The Anti-Money Laundering (AML) Reporting, Insights and Integration (RII) function is responsible for providing overall second line credible challenge, governance and oversight of the regulatory obligations associated with AML Regulatory Transaction Reporting (“RTR”), Non-Transaction Reporting (“NTR”), Suspicious Activity / Transaction Reporting (“SAR/STR”), Global Funds Transfer, Account Closure, 314(a) Global Name Search (“GNS”) and Local Name Search processes to facilitate compliance with global and local regulations.
The Integration, Governance and Control (IGC) is a sub-function within RII, where the Global Head of RII-IGC is responsible for overseeing the risk and control programs that are associated with the function overall - including Governance (i.e., Committees and Forums), Policy and Training, Manager’s Control Assessment (MCA), Internal and External Reviews, Issue Management, Regulatory Change, Technology, Capacity Planning, Records Management, Continuity of Business and other more holistic oversight. This role is also responsible for driving the management of, and continuous improvement to, a globally consistent governance and control framework surrounding the RII function.
The Global Head of RII-IGC is also responsible for driving Committees and Forums (Global AML RII Committee and BSA Notification Forum), creating and updating Policies and Trainings, assessment and credible challenge of Internal Audits/External Review responses and Issues, enhancing the MCA framework by ensuring adequate controls are in place for internal (2nd line) and external (1st line) processes, keeping abreast Regulatory Change, and driving various initiatives such as creation of technology book of work, dashboards and working group forums for information sharing, to name a few. Additionally, the Global Head of RII-IGC is responsible for establishing internal procedures to prevent money laundering and assist in all matters concerning financial crimes in coordination with the broader AML team. The overall objective is to utilize established disciplinary knowledge to identify areas requiring further governance and control build out and formulate the appropriate strategic recommendations on policies, procedures, and practices.
Responsibilities:
Lead the continuous build-out and enhancement of a governance and oversight framework, globally.
Drive various global projects to advance the RII Program and is a key contributor to other strategic AML initiatives, where applicable.
Evaluate, enhance, and implement best -in-class AML Compliance policies and practices.
Provide expert advice on requirements set forth in the firm’s AML Compliance policy documents to the AML/Financial Crime Support teams and the business.
Analyze control measures and recommend enhancements to reporting capabilities and process deficiencies, where applicable, while satisfying regulatory and audit commitments.
Assess and identify emerging risks and recommend / drive program enhancements.
Escalate critical matters to the appropriate AML and appropriate Business Risk forums and management for awareness.
Monitor corrective actions involving AML Regulatory Transaction Reporting (“RTR”), Non-Transaction Reporting (“NTR”), Suspicious Activity / Transaction Reporting (“SAR/STR”), Global Funds Transfer, Account Closure, 314(a) Global Name Search (“GNS”) and Local Name Search Review and support the execution of Management Control Assessment, where necessary
Subject Matter Expert to senior stakeholders and /or other team members.
Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.

Qualifications:
15+ years relevant experience, preferably with significant knowledge and expertise in AML Regulatory Reporting and AML controls program preferred. Governance and control experience a plus.
AML Certification (CAMS certified) preferred
Self-starter who is energetic and responsive team player with a proven ability to take initiative and work in a fast-paced environment.
Strong critical thinking and a desire to innovate, drive change and challenge the status quo
Strong interpersonal and communication skills being able to deliver clear and concise summaries, both written and verbal
Ability to problem-solve and comprehend end-to-end program processes in complex organizations
Excellent follow-up and time management skills
Highly proficient in MS Office (Word, Excel, Outlook, PowerPoint) and SharePoint.
Has the ability to operate with a limited level of direct supervision.
Can exercise independence of judgement and autonomy.
Education:
Bachelors (4 Year University) Degree or equivalent experience required
