Job Description - Director of Compliance


Summary of Position

The Director of Compliance is responsible for the strategic leadership, development, and implementation of ALCO’s affordable housing compliance policies across the organization’s portfolio. Reporting to the Vice President of Property Operations, this role ensures all communities remain compliant with federal, state, and local affordable housing regulations including LIHTC, Project-Based Section 8, HOME, and Bond programs.

The Director of Compliance serves as ALCO’s subject matter expert on regulatory compliance, maintaining strong agency and investor relationships while integrating regulatory requirements into daily operational practices. This leader combines technical expertise with strategic oversight, equipping teams through training, policy development, and systems alignment to uphold ALCO’s mission of providing quality affordable homes and quality jobs for the long term.

Essential Functions

Team Leadership & Talent Development

  • Recruit, hire, and retain a high-performing Compliance Team, including the Senior Operations Support Specialist, Operations Support Specialists, Senior Compliance Advisor, and Compliance Coordinator.

  • Mentor and support Operations Team members through clear communication, coaching, and alignment with ALCO systems and values.

  • Foster a collaborative, accountable, and growth-oriented team culture.

  • Lead regular team meetings to promote operational excellence and cultural alignment.

  • Participate as a member of ALCO’s Leadership Team, contributing to organizational policy, process improvement, and compliance strategy.

Compliance Strategy & Oversight

  • Develop and implement strategic plans to ensure compliance across multiple states and affordable housing programs.

  • Create, update, and maintain ALCO’s compliance policies in alignment with agency standards and organizational objectives.

  • Monitor and interpret changes in housing regulations, proactively implementing required updates.

  • Collaborate with the Vice President of Property Operations, Senior Directors of Property Management, and Operations Support Team to integrate regulatory guidance into operations.

  • Serve as ALCO’s primary liaison with state housing agencies, HUD, investors, and compliance vendors.

Audit & Regulatory Filings

  • Establish and maintain systems to respond to Management and Occupancy Reviews (MORs), LIHTC audits, and agency inspections.

  • Oversee the accurate and timely submission of required reports, including Owners’ Annual Certifications and other LIHTC, HOME, and Bond program filings.

  • Lead corrective action planning and continuous improvement initiatives following audit findings.

Property Lifecycle Oversight

  • Partner with Senior Directors of Property Management and Regional Property Managers to create effective compliance lease-up strategies for new acquisitions.

  • Oversee compliance onboarding and offboarding procedures for properties entering or exiting the ALCO portfolio.

  • Ensure properties are properly established and maintained within Yardi RightSource and related systems.

Policy Integration & Training

  • Collaborate with Learning & Development to design and deliver compliance training programs.

  • Maintain the internal compliance policy library, including Resident Selection Plans, AFHMPs, EIV Security Plans, and related documentation.

  • Provide ongoing guidance and support to operations teams to ensure consistent policy application.

Internal & External Relationships

Internal:
Works closely with the Vice President of Property Operations, Director of Learning & Development, Senior Directors of Property Management, Regional Property Managers, and site teams.

External:
Maintains professional relationships with HUD, Housing Finance Agencies (HFAs), investors, RightSource/RentCafe auditors, and other regulatory partners.

Qualifications

  • Minimum 10 years of affordable housing compliance experience.

  • Deep knowledge of LIHTC, Section 8, HOME, and Bond programs.

  • Proven experience interpreting regulatory guidance and drafting compliance policies.

  • Strong understanding of Yardi Voyager, RentCafe, and RightSource preferred.

  • Demonstrated leadership and team development experience.

  • Excellent communication, analytical, and relationship-building skills.

Compensation & Benefits

The salary range for this position is $115,000 – $125,000 annually. Final compensation will be determined based on experience, qualifications, certifications, geographic considerations (where applicable), and internal equity.

In addition to base pay, eligible team members may participate in performance-based incentives where applicable.
