Job Description - Director of Disaster


 REPORTS TO: Senior Director for Social Services

JOB OBJECTIVE: The Director of Disaster Services oversights disaster response and recovery initiatives funded by FEMA through the Oklahoma Department of Emergency Management and Homeland Security (OEM) as specified in Disaster Case Management Program (DCMP) grants. 

The Director maintains partnerships related to disaster operations on behalf of Catholic Charities of the Archdiocese of Oklahoma City (CCAOKC), e.g. Voluntary Organizations Active in Disaster (VOAD), including committee assignments as appropriate. 

The Director directs responses to local, non-declared emergencies such as house fires, small floods and other small events as well as gives input to Disaster Preparedness materials and training.

Essential job duties are based on executed DCMP and may include: 

  • Works with OEM to apply for DCMP after a disaster for declared counties.
  • Attend Multi-Agency Recovery Centers (MARC) after a disaster to disseminate information to survivors.
  • Oversight of case management services funded through the DCMP.
  • Select case manager supervisors and case managers for each DCMP.
  • Ensures required case work services of the program are provided as required.
  • Provides administrative and case work supervision to case manager supervisors and case managers, including case reviews based on agency practices. 
  • Management of approved budget and oversight of billing for each DCMP.
  • Fulfill Recovery Resource Coordinator functions as outlined in the DCMP. 
  • Develop and implement monitoring standards, procedures and a training schedule.
  • Develop initial and ongoing DCMP staff training. May fulfill the Training Coordinator functions as outlined in the DCMP, including staff training to ensure adherence to DCMP policies and procedures as well as federal and state regulations. 
  • Review predetermined number of cases quarterly from each provider agency per DCMP.
  • Provide a written summary report of each agency’s adherence to established policies and procedures and develop a corrective action plan to address deficiencies. 
  • Ensures required reports to OEM and/or FEMA are completed by deadlines as outlined in the DCMP. 
  • Monitors and manage disaster database within the scope of the position. 

Ancillary functions:

  • Work with Long-Term Recovery Groups as needed to guide funding gaps for survivors in declared areas. 
  • Act as a liaison to community agencies and interagency programs through consultation, information and training. 
  • Development of preparedness training materials and conducting community outreach and training and management of related grants. 
  • Tracking department statistics and program quality improvement outcomes for the agency.

SUPERVISORY RESPONSIBILITIES: This position may supervise case managers, case management supervisors and volunteers. 


Requirements

 MINIMUM QUALIFICATIONS FOR CONSIDERATION:

  • A bachelor’s degree required, preferably in social work. 
  • 3 to 5 years of experience in social services to individuals and families. 
  • 1 year of supervisory experience. 
  • Experience in disaster response or recovery in a community organization. 
  • Fluency in Spanish and English preferred. 
  • A combination of education and relevant experience may also be considered 

Knowledge, skills and abilities: 

  • Demonstrated experience and success in the following areas: program and strategy development, budgeting, personnel management, and continuous quality improvement. 
  • Excellent supervisory skills 
  • Strong verbal and written communication, listening, and presentation skills. 
  • Strong flexible interpersonal skills.
  • Required to interact effectively with diverse people. 
  • Ability to adjust communication to handle diverse situations.
  • Ability to set and maintain healthy boundaries with staff, survivors, community partners, volunteers, parishes and students.
  • Excellent organizational and time management skills required to ensure that multiple tasks receive adequate and timely attention. 
  • Able to function autonomously and be proactive. 
  • PC literate and proficient, including with Microsoft Office applications. 
  • Ability to gather data, compile information, and prepare reports. 
  • Knowledge of community support services and funding agencies. 
  • Ability to drive and possess a clean driving record. 

PHYSICAL REQUIREMENTS 

  • This is sedentary work that requires the following physical activities: 
  • Sitting for long periods of time, walking, finger dexterity, feeling, repetitive motions, talking, hearing, and visual acuity. 
  • Occasional lifting (up to 10 pounds of computer equipment or paper supplies). 
  • May be required to travel by car or plane to business events or other company locations. Travel may require prolonged sitting or standing. 
  • Accommodation may be made for some of these physical demands for otherwise qualified individuals who require and request such accommodation.

  • Typical office environment 
  • May be subjected to fast-paced decision making, crisis situations.

Salary Description

$63,000 per year
