Job Description - Director of Early Care and Education (ECE)

POSITION: Director of Early Care and Education (ECE) 



STATUS: Full-time 



CLASSIFICATION: Exempt 



REPORTS TO: Executive Director 



PAY RATE: Commensurate with Experience  



POSITION SUMMARY: 


The Director is responsible for the administration and leadership of the ECE Program in compliance with federal, state, and local regulations, including Head Start Performance Standards and DCFS licensing requirements. This role ensures that high-quality, comprehensive early childhood services are delivered, including education, mental health, health, nutrition, family engagement, and disabilities services. The Director oversees all operational aspects of the program, including curriculum implementation, staff supervision, budgeting, facilities, and community partnerships to meet the needs of children and families. 
 



ESSENTIAL JOB DUTIES AND KEY RESPONSIBILITIES: 



Program Leadership & Compliance 
 

  • Ensure full compliance with Head Start Performance Standards, DCFS licensing regulations, and other applicable policies. 

  • Serve as the primary liaison with funding agencies, regulatory bodies, and external stakeholders at local, state, and federal levels. 

  • Lead strategic planning, monitoring, and continuous improvement efforts aligned with Head Start’s goals. 

  • Ensure appropriate documentation, record-keeping, and reporting for program audits and evaluations. 



Staff Supervision & Development
 



  • Supervise all program staff including teachers, teacher assistants and office administrators. 

  • Provide regular performance reviews, coaching, and support to promote a high-quality work environment. 

  • Oversee recruitment, onboarding, and professional development to maintain qualified and credentialed personnel. 

  • Facilitate staff training and ensure all staff complete the required annual clock hours. 



Curriculum & Program Implementation
 



  • Oversee the implementation of developmentally appropriate curriculum and assessments in alignment with the Head Start Early Learning Outcomes Framework and Illinois Early Learning Guidelines. 

  • Monitor lesson plans, child progress, and individualized support, including services for children with disabilities. 

  • Support teaching teams in the delivery of high-quality early education and positive child outcomes. 



Family & Community Engagement
 



  • Maintain strong, culturally responsive relationships with families and ensure they are engaged in their child’s learning and development. 

  • Provide regular communication to families through newsletters, conferences, and parent activities. 

  • Collaborates with the Head Start Recipient’s Family Advocate to ensure families are receiving services in the areas of family and community engagement per the Head Start performance standards. 

  • Develop and maintain collaborations with community agencies for referrals and supportive services. 

  • Lead family recruitment and enrollment efforts and ensure full program enrollment. 



Operations
 



  • Oversee the day-to-day operation of the program including schedules, safety protocols, and emergency preparedness. 

  • Manage the program budget, approve expenditures, and ensure efficient use of resources. 

  • Coordinate nutritious meal planning and adherence to CACFP guidelines. 

  • Collaborates with the Head Start content area experts in the areas of education, mental health, disabilities, safe environments, family and community engagement. 

  • Meets with the Catholic Charities Early Childhood Services Division Director or Assistant Division Director monthly. 

  • Attends monthly administrative team and center-based operational meetings hosted by the Head Start recipient program, Catholic Charities, Diocese of Joliet. 



Other Duties
 



  • Participate in program self-assessment, community assessment, and annual updates of program plans. 

  • Perform other duties as assigned to meet the evolving needs of the program. 



QUALIFICATIONS:
 




Minimum Requirements:
 



  • Bachelor’s degree in Early Childhood Education, Child Development, or a related field (Master’s degree preferred) 

  • Minimum five (5) years of early childhood experience, including at least two (2) years in a leadership or management role 

  • Fluent in both English and Spanish (verbal and written) 

  • Strong understanding of child development and the Head Start philosophy, including its emphasis on comprehensive services, family engagement, and collaborative program planning 

  • Demonstrated ability to work with families of diverse backgrounds and needs 

  • Proficient in data systems, documentation, and compliance reporting 

 

Certifications & Screenings 
 

  • TB test, physical examination, and criminal background check clearance 

  • CPR/First Aid Certification 

  • Food Handler’s Certificate 

  • Must meet all DCFS licensing requirements 

 

WORK SCHEDULE: 




Monday–Friday; 8-hour shifts between 6:30 AM and 6:00 PM 
Evenings and weekends as needed for meetings, trainings, and events  



Compensation: $67,000.00 - $72,000.00 per year
