Job Description - Director of English Language Learner (ELL) Program

SUMMARY:



Position          : Director of ELL


Description     : To assist the Chief Academic Officer with coordination of District ELL program and ensure campus compliance with State and Federal laws.      


Reports to      : Chief Academic Officer


Department   : Academics


Job type          : Full time


Classification  : Exempt


Calendar Type : 11 Month (Calendar 2)



QUALIFICATIONS:



  • Valid Missouri ELL/ESOL teaching certificate required

  • Bachelor’s degree in ELL/ESOL required; Master’s degree preferred

  • Minimum of five years of ELL/ESOL teaching experience required

  • Campus-level administrative or ELL/ESOL coordinator experience preferred



ESSENTIAL DUTIES AND RESPONSIBILITIES:



  • Implement and coordinate procedures and processes to identify EL students at all grade levels district-wide, including review of student data, the coordination of testing of students, and appropriate program placement.

  • Develop and revise ELL curriculum as needed and ensure ELL curriculum is effectively being implemented at campuses.

  • Train and coach teachers to develop and provide ELL students with appropriate course work through curriculum modification, differentiation, acceleration, etc.

  • Plan, develop and conduct staff development sessions, including sessions on various ELL instructional methods, enriched learning in classroom settings, and push-in, pull-out, and sheltered models of ELL instruction.

  • Develop and coordinate a continuing evaluation of the ELL programs and make recommendations to implement changes based on the findings.

  • Ensure that district ELL program goals are met by close monitoring the program implementation and analyzing assessment results and program reports.

  • Compile, maintain, analyze, and file all physical and computerized reports, records, and other documents required in accordance with and guidance of state laws, and federal laws in regard to FERPA.

  • Train and coach campus personnel and supervise parent meetings to ensure appropriate program recommendations are made to meet the academic and linguistic needs of students.

  • Train, coach, and support teachers in implementing a variety of instructional materials, technology tools and digital learning platforms to enhance learning and language proficiency development.

  • Comply with policies established by federal and state law, State Board of Education rule, and the local board policy.

  • Compile budget and cost estimates based on documented program needs.

  • Participate in grant-writing activities to obtain program funding.

  • Assist with the selection and purchase of supplemental equipment and supplies for the ELL program.

  • Assist campus principals in determining ELL FTE based on ELL population.

  • Interview and be involved in the hiring process for appropriate ELL staffing.

  • Support needs of ELLs in other content Districts by collaborating with curriculum coaches or teachers.

  • Ensure state submissions are accurate and done in a timely manner by reviewing and confirming the data that is going to be submitted.

  • Participate in professional development activities and staff meetings as required or assigned.

  • Evaluate ELL teachers as needed.

  • Perform other duties as assigned.



SKILLS AND ABILITIES:



  • Ability to communicate effectively in both written and oral forms with all levels of management, both internal and external to the district.

  • Ability to establish and maintain effective working relationships both internal and external to the district.

  • Ability to organize special programs for assigned campuses.

  • Ability to use computer including software, database used by the district, spreadsheet and word processing software, calculator, copy machine and telephone.

  • Ability to analyze data

  • Ability to use effective interview techniques, effective public speaking skills, and problem-solving skills.


 



WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS:



  • Light Work: may require occasional light lifting.

  • Nights and weekend activities will be occasionally required.

  • Position is in office setting and may involve prolonged work at a desk in one location.

  • Moderate travel is required.
