The Director of Facilities serves as an expert, consultant, and facilitator by developing, implementing, and evaluating the overall plant engineering function. This could include but is not limited to the planning and development of physical facilities, maintenance of buildings electrical, and mechanical systems. The Director is also responsible for the management of staff, meeting fiscal requirements, and compliance with all applicable Accreditation, Federal, State, and local regulations, and guidelines.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Reports to the CEO/President regarding the physical and structural conditions of organizational facilities, and the status of work.
Develops, evaluates, and implements departmental policies and procedures, goals and objectives, and standards of work for the building and building systems.
Provides oversight of technical expertise, assistance, and supervision for all services provided by the department.
Plans for major repairs, renovation, and new construction. Prepares requests for proposals for projects, solicits bids, analyzes quotes, makes recommendations for acceptances, and serves as the liaison between Hillsboro Health and contractors.

Maintains confidentiality of all patients, hospital, or physician related information.

Follows guidelines on safety (incident reporting), staff health/infection control (illness reporting), human resources, and performance improvement.
Ensures that the hospital Compliance Plan and all governmental rules and regulations are followed.
Assures us that an overall safe, secure, uninterrupted, and efficient environment is provided for patients, visitors, and staff.
SERVICE
Conducts periodic inspections of buildings, evaluates the complexity of any needed repairs to determine the best solution, project costs, and oversees the implementation of approved procedures to ensure efficient operation of buildings and grounds.
Participate in committees, and special projects both internally and affiliated with the organization’s vision.
Schedules and supervises maintenance repair work, alterations, remodeling, construction and the checkout, installation, and servicing of building systems.
Clearly identifies and responds to internal and external customer needs and requests.
Generates confidence and sense of value in customer interaction.
Apply the principles of time management, conflict resolution, problem-solving, and delegation.
Develops and maintains excellent relationships with executive management, department managers, supervisors, and staff.
Maintains knowledge and skills necessary to communicate and interact with patients, visitors, and staff of all ages.
Demonstrates thorough knowledge of all department jobs and assists the hospital teams when necessary to assure smooth performance and achieve results.
Administers and directs activities related to the maintenance, repair, inspections, refurbishment and remodeling of the building and grounds to continuously comply with all regulations.
PEOPLE
Works closely with other departments and administration. Recommends use of outside specialty contractors as circumstances indicate.
Responsible for the selection and coordination of all maintenance services contractors and ensure all contractual provisions are met along with established codes.

Provide financial stewardship by monitoring budget after adoption, including but not limited to purchasing products according to contract and budget.

Is proactive in identifying the needs of the facility as additional services are evaluated.
Assists with staff development by coaching and mentoring in a supportive, professional manner.
Provides for professional growth of staff through identification of needs, facilitation of educational efforts, and evaluation.
Conducts regularly scheduled staff meetings that serve to achieve high staff satisfaction with leadership, provides staff in-services.
Creates developmental opportunities so that others can grow.
Anticipates future trends and consequences.
Utilizes critical thinking processes to resolve issues in accordance with hospital philosophy.

Requirements
EDUCATION AND/OR EXPERIENCE
Bachelor’s degree in engineering preferred.
Mechanical or electrical experience supplemented with 2 years of related field experience.
5 years of related experience including but not limited to building construction, maintenance of equipment and utilities, management of building and grounds.
Knowledge of Illinois Healthcare Facility Regulations, Environment of Care Standards and Life Safety Codes for accrediting bodies.
CERTIFICATES, LICENSES, REGISTRATIONS
Regulated Medical Waste Training is preferred.
DOT HAZMAT Training is preferred.
PHYSICAL DEMANDS
Prolonged, extensive, or considerable sitting, standing, and walking.
Required to climb, balance, stoop, and kneel.
Required to use arms, hands, and fingers for repetitive grasping, pulling, and pushing and feeling.
Frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 50 pounds. Any workload exceeding 50 pounds will require assistance.
Specific vision abilities required by this job include close vision, distance vision, color vision, and ability to adjust focus.
WORK ENVIRONMENT
Works in a well-lit, climate controlled, office setting as well as throughout the facility and campus.
Eyestrain and other conditions from the use of computer monitor may occur.
Could be subject to mechanical hazards.
Requires working in hot and cold temperatures.
May be exposed to communicable diseases, hypodermic/IV needles, unpleasant sights, odors, and materials.
The noise level in the work environment is quiet to moderate.

Receives training and/or attends necessary meetings to meet the criteria as outlined in Hillsboro Health’s Corporate Compliance Plan and Code of Conduct. Understands the responsibilities related to compliance and knows how to contact the Corporate Compliance Officer should there be any instance of question or concern regarding fraud and/or abuse.
