J29’s Director of Federal Health will work to grow an existing books of business that supports three Federal agencies across over ten different contracts at the Department of Health and Human Services (HHS) levels. The ideal candidate will work to align our capabilities to prime and subcontract opportunities at HHS agencies, while expanding our skillset to new Operating Divisions of HHS. Today, J29 is a prime contractor at the Centers for Medicare and Medicaid Services (CMS), Administration for Strategic Preparedness and Response (ASPR), and Health Resources and Services Bureau (HRSA). 

Role & Responsibilities:

The Director of Federal Health leads J29’s business development and growth strategy for continuing to expand an 8(a) and Economically Disadvantaged Woman Owned Small Business (EDWOSB) in our areas of expertise across our portfolio with CMS, ASPR, and HRSA. This role should be familiar with exceeding growth goals by leading sales activities and the full lifecycle of business development and capture. Responsible for researching, tracking, and qualifying new opportunities to building relationships with current/prospect clients and strategic partners, and overseeing all bid activities to ensure quality, compliant and compelling proposals are submitted on time. The ideal candidate is a proven leader with established client relationships and intimate knowledge of HHS proper in two or more of the Operating Divisions (OpDivs).

  • Responsible for bringing, maintaining, and establishing relationships with federal clients and solution partners across federal health agencies including, but not limited to: Centers for Medicare and Medicaid (CMS), Health Resources and Services Administration (HRSA), Food and Drug Administration (FDA), Centers for Disease Control (CDC), and Health and Human Services Operating Divisions (HHS), as applicable.
  • Focuses on building a pipeline for 5+ quarters into the future, qualifying opportunities well in advance to allow for shaping, and building and nurturing customer relationships for continued growth.
    • Maintain a qualified pipeline that consistently generates new revenue through prime and subcontracting opportunities that are relevant to J29.
    • Provide real-time updates in J29’s CRM system and during pipeline review meetings for intel sharing across executive  team.
  • Work with executive leadership to maintain and continue to fine tune an established growth strategy that includes areas of focus and development for J29.
  • Demonstrate appropriate processes and procedures for effective growth, business development, and capture related activities for data-driven decisions on various responses related to all different contracting types and methods (IDIQ, RFP, RFI, etc.).
  • Manage and execute capture activities, along with the program solution and proposal content development is support of J29’s efforts.
  • Continue to prioritize how to enhance and enrich the corporate brand through marketing to position the organization favorably with prospective staff, partners, and customers.
  • Build and maintain trusted rapport with industry and government partners. Establish relationships with companies of interest to J29 that our team does not have an existing relationship with.
  • Identify opportunities for growth and contribute to meeting/exceeding all corporate targets and recompetes.
  • Conduct market research and client development activities to gather intelligence, promote our J29 capabilities, and facilitate opportunity identification and bidding process.
  • Evaluate and qualify solicitations and lead opportunity briefs to facilitate bid/no bid gate reviews.
  • Participate in creating a winning capture strategy for each opportunity including informing price-to-win strategies, researching the competition, selecting teaming partners and subcontractors, identifying, and proposing key personnel, developing a staffing model, etc.
  • Lead proposal kickoff meetings and facilitate flow of competitive intelligence with all partners.
  • Collaborate with other SMEs to solicit capture information and develop win themes and differentiators that clearly articulate a winning strategy, compelling solutions, and a convincing executive summary.
  • Showcase comfortability to lead proposal color team reviews, and editing to ensure compliance, clear and concise writing, and consistent “one-voice” style for a polished finish.
  • Participate in industry days, conferences, and other trade shows to cultivate HHS contacts and strategic partner relationships.
  • Adhere to all corporate policies and processes, including timelines and milestones.
  • Utilize highly persuasive communication skills for online facilitation, public speaking, and presentations.

Required Experience: 

  • 6+ years of relevant and hands-on experience in government growth, business development, capture, and sales strategies to the Federal government.
  • Recent experience (within the last 5 years) winning prime opportunities valued over $15M.
  • Proven examples of experience leading, identifying, and executing on successful Federal proposals that lead to awarded contracts.
  • 6+ years of experience directly interacting with and supporting the Federal government or major Federal contractors on the healthcare domain.
  • 2+ years of experience working in a small business and wearing multiple hats.
  • 2+ years of experience on growth strategies related to professional services, not IT, that show alignment to J29’s focus areas of claims, policy, and clinical analysis through end to end claims process and program integrity services.
  • Advanced knowledge of HHS data, policies, applications, programs, stakeholders, operations, contractors, competitive landscape, challenges, vision, buying preferences, etc.
  • Outstanding written and oral communication skills with proven abilities to develop high-quality, winning proposals.
  • Must have strong partner value proposition valuation and negotiating skills.
  • Demonstrated working knowledge of U.S. Government contracting processes, including FAR.
  • Understanding of contract types such as FFP, T&M, CPFF, etc, as well as GSA Schedules and GWACs, IDIQs, BPAs, etc.
  • Experience with executing contracts such as NDA, Teaming Agreements, CTA, JV/MPP, MSA, subcontracting agreements, etc.
  • Understanding of Federal market, trends, competitive pressures, and regulatory constraints.
  • Ability to work independently with minimal supervision, be a team player, and be well organized and efficient with excellent judgment, problem-solving and decision-making skills.
  • Exceptional marketing and presentation skills to articulate solutions and garner buy-in from various internal and external stakeholders.
  • A high level of energy with a results-driven attitude in a fast-paced environment.
  • Demonstrates a high degree of adaptability, comfortable in establishing new directions, managing rapid change, and trying different approaches to deal with uncharted territories.
  • Possesses excellent interpersonal skills to build and maintain positive, productive relationships with peers, colleagues, managers, consultants, and clients.

Education & Certifications:

  • Bachelor's degree in technical writing, business administration, healthcare administration, engineering, computer science, IT, or equivalent is required.
  • Master’s degree in Business Administration or Management, or equivalent, is preferred
