The Director of Finance reports to the Executive Director and is responsible for overseeing financial management for the Boise Centre and the Greater Boise Auditorium District (The District). This includes direct oversight for accounting, banking, cash management, insurance, finance, forecasting, strategic planning, contract analysis, analysis, investor relationships and private and institutional financing. This position is responsible for ensuring that organizational structure, processes, systems, and people are aligned with the strategy set forth by The District and Boise Centre.

Day to Day duties:

  • Provides overall leadership, direction, and accountability for the Finance department, including staffing, performance management, training, development, and department operations.
  • Develops and leads Finance department goals, initiatives, performance measures, and operational improvements that support organizational objectives.
  • Directs financial planning, budgeting, forecasting, accounting, procurement, audit, cash management, investment, debt management, and financial reporting activities.
  • Serves as primary liaison to the external auditor, manages the annual audit process, and oversees timely remediation of audit findings
  • Ensures compliance with GAAP, GASB, IRS regulations, state and local reporting requirements, procurement requirements, bond covenants, grant requirements, Board policies, and other applicable laws and regulations.
  • Establishes, maintains, and improves financial systems, accounting processes, reporting tools, internal controls, policies, procedures, SOPs, cash management practices, and risk management processes to safeguard organizational assets.
  • Prepares and presents financial reports, analysis, and recommendations to the Executive Director, Board of Directors, and Board committees.
  • Serves as a strategic financial advisor to organizational leadership by providing financial analysis, modeling, scenario planning, recommendations, and long-range financial planning support.
  • Oversees treasury functions, banking relationships, investment accounts, surplus fund management, liquidity, debt service, bond proceeds, continuing disclosure, arbitrage reporting, and related financing activities.
  • Oversees the accuracy, integrity, maintenance, and reporting of financial records, accounting processes, financial statements, and supporting documentation.
  • Develops, prepares, monitors, and analyzes budgets, forecasts, cash ?ow projections, multi-year financial plans, and actual results to support strategic and operational decision-making.
  • Reviews contracts, leases, financing agreements, procurement activity, vendor relationships, and financial commitments for financial impact, compliance, and organizational risk.
  • Leads financial transformation and continuous improvement efforts, including business process redesign, system implementations, technology optimization, change management, and cross-functional operational improvements.
  • Keeps current on accounting, finance, public-sector financial administration, procurement, compliance, GAAP, GASB, and ensures timely and accurate implementation of new pronouncements.
  • Ensures financial records are maintained and made available in accordance with Idaho Public records law 
  • Actively participates in professional organizations and engages in continuous learning through company, department, and safety training programs.
  • Performs additional tasks and duties as assigned.

Requirements

Education/Experience

Bachelor’s Degree in Accounting or Finance, or related experience

5-6 years progressively responsible financial leadership roles desired

PREFER Public sector budgeting, procurement, and financial administration experience, preferred

PREFER Active CPA license

• Occasional reaching and use of ladders, stools and stairs 

• Occasional lifting, pushing, and pulling up to 50 pounds 

• Exposure to moderate noise levels

• Occasionally required to travel 

• Occasionally required to work evenings, weekends, and holidays

• Occasionally required to work overtime during month-end close or peak periods.
