The Director of Finance is responsible for the financial administration and fiscal operations of Spartanburg County First Steps. This position oversees accounting, budgeting, accounts payable and receivable, payroll-related financial activities, grant financial management, cash management, financial reporting, compliance, and audit support. The Director ensures financial activities are accurate, timely, properly documented, and compliant with agency policies and applicable state and federal requirements. KEY RESPONSIBILITIES Financial Management & Reporting
Oversee general ledger activity, account reconciliations, journal entries, and financial records.
Ensure compliance with agency procurement and fiscal policies.
Payroll & Benefits
Support payroll processing, funding allocations, and payroll reconciliation.
Review payroll for accuracy and maintain supporting documentation.
Coordinate financial requirements and deadlines related to PEBA/SCRS, Empower, Colonial Life, and ASI Flex.
Grants & Compliance
Prepare and monitor federal and state financial reports, drawdowns, budgets, expenditures, and allowable costs.
Support financial requirements for MIECHV, CCP, NFP, PASOS, CACFP, and other grants.
Maintain the Indirect Cost Rate Proposal and Cost Allocation Plan and monitor in-kind, administrative, federal, and state spending requirements.
Support annual audits, certifications, and other compliance requirements.
Policies, Systems & Organizational Support
Maintain and improve fiscal policies, procedures, forms, and financial processes.
Maintain proficiency in accounting, payroll, procurement, banking, and financial reporting systems.
Serve as liaison with the State Office of First Steps Finance Department and Regional Fiscal Manager.
Provide financial guidance to management and program staff and collaborate with auditors, vendors, and external agencies.
Attend Finance, Leadership, Board, and other meetings as assigned and complete special projects.
SYSTEMS Experience with or ability to learn QuickBooks, Certify, Sage/financial accounting systems, state accounting and reporting systems, payroll systems, banking platforms, federal reporting/drawdown systems, credit-card systems, and Microsoft Office. MINIMUM QUALIFICATIONS
Bachelor’s degree in Accounting, Finance, Business Administration, or related field.
Extensive experience in accounting, budgeting, financial reporting, AP/AR, or financial administration.
Experience with accounting and financial management systems.
Knowledge of state and federal financial and grant requirements.
Experience with payroll, banking, purchasing, grants, and audit support preferred.
Strong organizational, analytical, communication, and problem-solving skills with the ability to manage multiple deadlines and maintain confidentiality.
Superior references and demonstrated job-related experience.
