Serves as the primary functional owner for finance policy, accounting, payroll and financial reporting within the Workday system, including creation and execution of semi-annual release plans
Manages managerial and operational accounting, financial reporting, and fiscal policy interpretation with a focus on long-term sustainability. Administers, controls, and/or certifies all school activity fund statements and transactions
Responds to local school and division-wide financial audit reports and associated management letters as single point of contact for school division
Directs the preparation of complex financial reports for the School Board, County officials, and state/federal agencies; ensures GASB compliance and manages audit processes as the single point of contact
Oversees division-wide payroll , grant compliance, VRS / retirement financial oversight, petty cash, accounts receivable, cash receipts, accounts payable, procurement, fixed assets, record retention, school activity accounting, risk management, general accounting and financial management/reporting and contract management, ensuring accuracy and regulatory adherence
Supervises and mentors finance staff, fostering a culture of professional growth and high-level service to schools, departments and employees
Acts as a key liaison with HR, County Accounting, Purchasing, Internal Audit and external auditors to ensure seamless cross-departmental operations and "value realization" for all taxpayer-funded projects
Provides high-level technical fiscal assistance to principals and department heads regarding student activity funds and financial management
Continually evaluates financial practices to identify and implement efficiencies.

Directly responsible for the development and management of the Finance, Grants, and Payroll operating budgets. Ensures rigorous oversight of all grant-funded programs and departmental expenditures to support a $1B+ division budget.
Leads the preparation of financial data for the Annual Comprehensive Financial Report (ACFR) for CCPS and Appomattox Regional Governor School (ARGS). Coordinates employee data for the Supplemental Retirement Plan (SRP) actuarial analysis and GASB-related reporting. Utilizes Workday Prism or advanced analytics to provide predictive forecasting and reporting of revenues and expenditures. Ensures that staff meet all other reporting requirements for payroll, grants, and the general ledger.

Contacts are made at all levels within and outside the school system and may require the handling of highly sensitive information with the general public and CCPS employees.
Work direction to all employees assigned to the Finance Department. Supervision to Assistant Director for Payroll, Assistant Director of Finance, Assistant Director of Grants and Administrative Secretary.
High-level of independent decision-making to make independent decisions that would directly affect the ability of the department to meet its goal and objectives.
This position has the responsibility to establish fiscal policy and procedures for the departments and schools within the division.

Must understand large, complex local school division operations. Ability to interpret federal, state laws, and county/school policies and procedures. Ability to analyze complex fiscal issues and provide data-driven solutions that align with the CCPS Strategic Plan. High-level of critical thinking and problem-solving skills. Exceptional ability to translate complex financial data for the School Board and public stakeholders. Proven track record of managing professional teams in a large-scale, public-sector environment. Ability to establish and maintain working relationships throughout school division and local government and be able to express ideas effectively, both orally and in writing. Understanding of public procurement, VRS, GAAP, and GASB standards. Ability to work under stress and adapt to stringent deadlines to provide accurate financial reporting. Ability to research, compile, analyze, and evaluate extensive amounts of data in order to identify trends and projections. Ability to handle confidential/sensitive information.
Bachelor’s degree in a related field required. Master’s degree in Business Administration, Accounting, Finance, or a related field preferred. Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education. CPA (Certified Public Accountant) or CPFO (Certified Public Finance Officer) preferred. Minimum of 7 years of senior-level financial management experience, preferably in a large K-12 public school division or local government. Significant experience with Workday (Finance/Payroll) or a similar cloud-based ERP system (Oracle, SAP) is highly preferred as well as Google Workspace/Microsoft Office, especially spreadsheets. Valid VA. Driver’s License.
