Job Description - Director of Parks, Recreation & Events

Director of Parks, Recreation & Events
Starting Salary: $130,000 - $ 145,000 DOQ

Job Summary: Join our dynamic team as a visionary leader to direct and manage recreational programs, special events, the City aquatic facility, parks, and trails. Oversee all operational and administrative functions related to the maintenance and development of City-owned parks, and trails, ensuring vibrant and well-maintained community spaces.

Key Responsibilities:

Lead efforts to live 2021 Parks Master Plan.
Lead the development and execution of strategic plans, policies, and goals to guide the growth and enhancement of parks, recreational programs, and facilities.
Serve as the primary liaison for the department, effectively communicating with the City Council, City Manager, and key stakeholders to advocate for parks and recreation initiative.
Serve on the City Manager’s Senior Management Team, providing expertise on various issues.
Oversee the maintenance and development of parks, trails, aquatic facility, sports fields, and the recreation center to ensure safety, accessibility, and high-quality community use.
Prepare and manage the department’s budget; develop alternative funding proposals.
Ensure compliance with policies, procedures, and regulations.
Recommend and oversee department capital projects.
Manage personnel functions, including hiring, promotions, and terminations.
Foster employee morale through effective communication and recognition.
Develop relationships with community groups and respond to public inquiries.
Coordinate with schools, City departments and outside agencies on special projects and events.
Prepare and present reports on departmental activities, accomplishments, and performance outcomes.
Lead City efforts to support and grow quality regional events that build community and drive investment.

Minimum Requirements:

Bachelor’s degree in parks and recreation management or a related field.
Six years of progressively responsible experience in managing recreational programs and facilities.
Valid Commonwealth of Virginia driver’s license.
Certified Parks and Recreation Professional (CPRP) or Certified Park and Recreation Executive (CPRE) designation, or ability to attain within 12 months of hire.

Knowledge, Skills, and Abilities:

Thorough knowledge of local, state, and federal regulations governing parks, recreation programs, and public facilities.
Proven ability to plan, evaluate, and improve programs and services for maximum community impact.
Proficient in developing policies, long-range plans, and allocating resources.
Excellent decision-making skills with the ability to manage multiple priorities.
Excellent communication skills to engage effectively with senior management, government officials, and the community.
Ability to maintain complex files and handle confidential information with discretion.
Competent in data analysis and interpretation for organizational improvement.
Proven experience managing complex, interrelated projects and coordinating multiple activities.
