Summary/Objective
CAN is seeking a compassionate and competent leader to oversee our supportive housing programs which provide housing and case management to 43 households living in project based and scattered site units throughout Baltimore County.

The Director serves as leader and manager of this program and its committed team of case managers and program assistants, as well as representing the program to clients, stakeholders and funders.

The successful candidate will have experience in supportive housing programs, including HUD funded Permanent Supportive Housing (PSH); case management experience in either homeless services or supportive housing; familiarity with HUD supportive housing regulations and reporting requirements; and current knowledge of best practices in homeless services and supportive housing, and the challenges faced by those experiencing homelessness.

The position is highly visible to staff, executive management, property managers and partner agencies and is subject to email and phone inquiries. High standards of courtesy, performance and respect for confidentiality are essential. Independent judgment is
required for appropriate decision making, problem solving and priority setting. A candidate should be an experienced leader, motivator, fast learner, enthusiastic, highly motivated, skilled in providing services in the community; and must have excellent organizational skills. 

PRIMARY DUTIES
Manages staff, operations, policies, procedures, and reporting for CAN’s Permanent Supportive Housing (PSH) programs; • Manages a team of direct services personnel (supervision, hiring, evaluations, professional development, etc.); • Works to create a positive work environment serving a high stress need, with a focus on employee retention and growth. Leads recruitment and retention efforts for program staff; • Creates, monitors and implements policies and procedures to cover best practices, on-call procedures, program development, etc. to ensure the program meets its operational goals; Ensures that participants in the program receive regular timely professional 
services in support of their program goals, and that residents have a clean and safe living environment; Serves as the case manager for one CAN PSH program of 14 scattered site units; Manages the coordinated access process for selecting PSH participants by 
recruiting participants through collaboration with Baltimore County’s Coordinated Entry program; Responsible for program apartment unit inventory, including lease management and renewals, lease and utility payments, and serves as point of contact for PSH Leasing Offices in the event of damages or other concerns at the units; Responsible for managing PSH residential leases and monthly rent payments 
made by PSH program participants in accordance with HUD guidelines; Coordinates move in needs for PSH units and program participants (i.e.: cleaning/ painting prior to client moving in, ensuring appropriate fixtures are available in the apartment); 


Education Experience and Knowledge

  •  Master’s degree in social work, Human Services, Psychology or related field is highly preferred, plus 5 years of progressive leadership in the Social Work/Human Services field showing management/supervisory experience; 

  • Familiarity with chronically and medically vulnerable persons experiencing homelessness and previously homeless populations. 

  • Knowledge and expertise in “Housing First” and “Trauma Informed Care” philosophies and strategies. 

  • Bilingual preferred.

Abilities and Skills:

  •  Experience with HUD CoC grants, the annual CoC competition and interfacing with HUD representatives, as well as reporting requirements and federal compliance monitoring related to HUD programs; 

  • Knowledge of current human services, homelessness, and housing issues and methods/approaches to address issues; 

  • Experience managing, leading and motivating staff; 

  • Experience utilizing HMIS and ability to ensure excellent data quality; 

  • Ability to manage multiple tasks in a fast-paced environment; 

  • Ability to communicate clearly and concisely, both orally and in writing; 

  • Ability to lift items weighing 10-20 pounds. 

  • Valid driver’s license and reliable transportation; and 

  • Must pass criminal background check and drug screening.

Compensation: $62,000.00 per year
