DESCRIPTION

The Department of Pediatrics is one of the largest departments within the School of Medicine with approximately 250 Faculty, 127 postdoctoral fellows (both MDs and PhDs) along with over 320 support staff (not including hospital staff). In addition, the Department has 68 clinical residents distributed across the Divisions. The missions of research, education and patient care are intertwined, and are integral to the goals of the department.
The Department manages a university-affiliated children's health system with the physicians and leadership of the University of California, San Diego (UCSD), Rady Children's Hospital, and Rady Children's Specialists of San Diego, a Medical Practice Foundation, unifying pediatric patient care, research, education and community service programs.
Under the direction of the Administrative Vice Chair, the Director manages the daily operation, planning, coordination, and supervision of the complex financial and administrative functions of the Pediatrics Sponsored Projects Post-Award Office. Leads sponsored projects team handling award portfolios of over 160 faculty and oversees annual expenditures exceeding $140M. Research faculty portfolios include over 580 active awards with about 50% NIH & NIH sub awards and other Federally funded projects, about 25% Industry-funded clinical research projects, with remaining funding from Private contracts, State, Recharge Units, Lab Service Agreements and Gifts. Trains and oversees one Assistant Director, three Lead Research Administrators, and approximately 20 sponsored projects staff and students in the area of post-award contract and grant administration. Responsible for the establishment and management of all sponsored projects in the department and for systems of reporting and ensuring financial and administrative controls for all sponsored project funding. Provide complex financial reporting to include trend analysis, create and compile financial reports which track spending patterns, capture statistics and identify trends. Coordinates budget process as related to faculty funding on grants. Maintains relationships with all financial analysts and administrators who support Pediatrics faculty, including at the divisional level or in other departments. Provide advice and guidance on complex policies and procedures for faculty, business office, and division level staff. Serve as back-up when staff or counterparts are out of the office or when there are gaps in hiring replacements. Consults and advises Division staff, Faculty, Administrative Vice Chair (AVC), Division Chiefs, and Department Chair on all aspects of Pediatrics post-award sponsored project activity. Responsible for ECERT compliance. Contributes to strategic planning in the Pediatrics Business Office. Serves as member of Department Leadership Team.
Supports emerging research initiatives by creating streamlined pathways and processes across the Department.
Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals. Reviews and approves recommendations for functional programs. Provides guidance to subordinates to achieve goals in accordance with established policies. Erroneous decisions or failure to achieve goals results in additional costs and personnel. Manages operations of contracts and grants office and professional staff.
MINIMUM QUALIFICATIONS

Eleven or more years of related experience, education/training, OR a Bachelor's degree in related area plus a minimum of seven years related experience and training.

High level skill and experience to effectively and efficiently manage the daily operations of a large, complex department comprised of specialized divisions responsible for the teaching, research, and clinical missions of the university.

In-depth knowledge of the operational, personnel, and financial transactions and systems related to administration of contracts and grants in a clinical research setting.

Demonstrated strong background in fund accounting and financial administration.

In-depth knowledge of federal and non-federal agency requirements and regulations for sponsored research and state instructional monies.

Ability to manage high volume and complex transactions.

Ability to perform highly complex financial analysis and customized reporting.

Demonstrated advanced competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.

Expert knowledge in pre- and post-award processes in the sponsored projects field.
