The Director of Resident Services Program & 504 Coordinator provides oversight of effective and efficient operations of the department and staff, to include Resident Services Supervisors (RSS) and Resident Service Coordinators (RSC) by streamlining collaboration, simplifying processes, and implementing open communications for positive outcomes. 

Accountable for coordinating and implementing all TRM's direct and contracted resident services programming. The Director of Resident Services Programs oversees that the RSS are effectively supervising the quality of program management, service delivery, program implementation, staffing issues, staff development, and community support for the portfolio.

The incumbent is the designated  504 Coordinator. Accountable to ensure Civil Rights compliance is adhered to by monitoring and implementing TRM/TPM’s process to be in compliance with state and federal laws prohibiting disability discrimination, including Section 504, Title II of the ADA.

 Maintains a working knowledge of federal, state, and local affordable housing program requirements, including general regulations governing rental housing and fair housing laws; ensures consistency in implementation and practice of organizational policies. Oversees and manages updates of the 504 Process and Resident Service Coordinator Department in manuals, organizational forms, policies, and practices in business operations. Incumbent does research and analyzes changing and/or new laws and regulatory requirements related to service coordination and fair housing

 The Director of Resident Services Program is responsible for the department operational outcomes by collaborating with the organizations senior management to implement and create a universal understanding of social and aging matters that affect TRM/TPM communities to age in place with dignity.

Always maintains confidentiality as it relates to sensitive information, data, files, projects, and employee issues.

Essential Job Duties:
  • The 504 Coordinator oversees the requirements under state and federal disability discrimination laws, regulations, and guidance in order to advise TRM/TPM about proper policies, procedures, and practices by monitoring, and implementing policies, procedures, and practices within the established framework.  
  • Manages RSS staff for effective and consistent management of the 504 Process at TRM/TPM communities.
  • Provides oversight of the Memorandum of Understanding (MOU) with outside service providers working with TRM/TPM.
  • Oversees the annual Resident Service Coordinator budgets and Supportive Service Plans are completed correctly and submitted by the deadline to HUD.
  • Ensures completion of annual Quality Assurance (QA) Assessments and Standards for Success submission to HUD.
  • Oversees and manages grant opportunities.
  • Manages the RSS performance in hiring, training, supervising, and evaluating Resident Service Coordinators.
Other Duties:
  • Conduct monthly and quarterly meetings to implement changes and provide Quality Assurance (QA) oversite.
  • Oversees program to ensure documentation of all necessary resident and program data is captured utilizing AASC Online; case management, progress updates, including interactions with residents, resident participation in programs, and sentinel resident events (e.g., falls, ED visits, etc.).
Experience & Education: 
  • Master’s degree in social work, Gerontology, Psychology, or Counseling or equivalent combination of education and experience plus five years of affordable housing experience required.
  • Experience in writing grants and obtaining funding.
  • Cultural competency working with diverse populations and individuals from different social, economic, ethnic and racial backgrounds, including working with non-English speaking adults.
  • Background in risk mitigation, trauma-informed care, mental health, substance abuse, or self-care beneficial.
  • Strong verbal, written, and interpersonal communication skills.
  • Understanding of using data to monitor and improve program practices and operational outcomes.
  • Bi- or multi-lingual a plus.
  • Proficient in Smartsheet
COMPUTER & SOFTWARE SKILLS: 
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and Internet.
  • Familiar with AASC Online and HUD provided Software; not preferred. 
 
Travel: 
  • Frequent local travel.
  • Position may require traveling out of state to attend conferences and training.
  • Must have a valid California Driver’s License, proof of current vehicle insurance and driving record that meets TELACU Industries insurer’s criteria; must be able to use own vehicle in the course of work.
 
COVID-19 Vaccination:
Must be fully COVID-19 vaccinated by the first day of work. A copy of the CDC COVID-19 Vaccination Record Card must be submitted to Human Resources.

Physical Requirements:
Constantly (6-8 hours per day) -Sitting, Using hands to finger, handle or feel (computer operation)
Occasionally (up to 3 hours per day)-Standing, Walking, Stooping/Bending, Reaching with hands and arms, Lifting of up to 20 lbs.

Work Environment & Exposures:
Position may require occasional exposure to fumes or airborne particles, vibration and loud noise levels. Will be exposed to varying weather conditions, soil, pollen, grass and plant materials and fertilizer while working; will be exposed to cleaning solutions of home strength; may be exposed to industrial strength solutions for pest control, paints or solvents.  Hazards:  Occasionally exposed to biohazards such as blood borne pathogens, sewage, building waste.
