Director of System Integration, Mental Health

Serve as the Director of System Integration for integrated psychiatric and behavioral health services across the System by developing a shared vision for a person-centered, trauma-informed, and harm-reduction-aligned Behavioral Health continuum that spans all levels of care, from primary care-embedded behavioral health services to crisis prevention to support.

Use this shared vision to promote a cohesive identity and direction across diverse programs and care settings within the System, ensuring alignment with the organization’s values, public accountability, and health equity mission

Shape and continuously evolve a theory of change for how the system measures and improves outcomes for people with psychiatric disorders

Prioritize relational leadership to elevate lived experience, community, and frontline voices in program design and translate their feedback into immediate system improvements and broader transformation

Establish productive, collaborative relationships with community partners within Travis County Behavioral Health continuum to identify gaps, eliminate areas of overlap, and leverage opportunities for support, augmentation, and/or integration. (e.g. Dell Medical School, The University of Texas at Austin, Integral Care, City of Austin, Travis County, Travis County Jail)

Translate the established vision into an actionable, System-aligned strategy that serves as a roadmap for closing gaps, launching new services, and delivering a unified continuum of care. Priority areas include full continuum of care, such as mental health crisis centers, psychiatric hospitals, emergency services, and step-down care settings.

Use value-based and population health principles to integrate psychiatric and behavioral health support services into the Enterprise’s service areas (e.g. Transitions of Care including High Risk Populations/Health Care for the Homeless, Medical Respite, Ambulatory Medicine including Intensive Outpatient Care and Network Services).

Guide evaluation and continuous improvement efforts across the psychiatric and behavioral health continuum, ensuring that quality, equity, and sustainability remain central to service design and delivery

Develop and provide strategic oversight of shared outcomes framework for psychiatric and behavioral health-related services, including clinical quality, engagement, utilization, equity, and patient-oriented outcomes

Ensure alignment of System Psychiatric and Behavioral Health strategy with federal and state policies, including regulatory frameworks, so that clinical excellence and equity are reinforced by compliance and sustainability

Serve as a strategic thought leader with senior leaders across the Enterprise and its provider network in the advancement of Psychiatric and Behavioral Health system transformation

Partner with leaders to align resource allocation decisions across the System and build staffing models, budgets, and infrastructure that reflect community needs, evidence-based practices, and equity priorities

With dedicated Behavioral Health Project Management, steward collaborative initiatives with community partners to promote integration and deliver durable system integration and long-term sustainability

Provide strategic oversight of data and funding frameworks, including System investments and service contracts, to support strategic growth and sustainability of behavioral health services

Identify and resolve operational friction points or redundancies in how people, processes, and technologies are deployed to serve individuals with psychiatric and behavioral health needs, emphasizing systems coherence and workforce wellbeing

Lead and model culture change throughout the enterprise that supports a non-stigmatizing, trauma-informed, and person-first care continuum, ensuring that vertical clinical expertise and efficiencies are translated into horizontal programmatic system integration

Serve as a strategic leader and key partner to the leaders within psychiatric and behavioral health care continuum, leveraging subject matter expertise and relational capital to drive system-level transformation while also mentoring and supporting their clinical and workforce leadership. Together, they translate clinical innovations into System-wide strategies and maintain a continuous feedback loop between frontline care, local leadership, and Enterprise-level decisions

While the other leaders within the Behavioral Health continuum lead clinical quality, and care model fidelity within their respective service lines and programs; the Director of Integration, Behavioral Health ensures those models are integrated across the System and strategically resourced

While other leaders within the Behavioral Health continuum translate patient-level and clinical team insights into real-time feedback; the Director of Integration, Behavioral Health ensures these insights shape System-wide strategies and investment decisions.

The roles collaborate closely to ensure consistency between clinical excellence and efficiency (vertical) and system-wide implementation (horizontal), particularly in areas of program development, unduplicated service delivery, data strategy, and health equity
