Community Outreach, Operations SupportPosition Summary
Full-time positions at Clovis Community College are not remote positions and require a physical presence at the assigned location to fulfill duties and college-related responsibilities.Duties & Responsibilities
Program Administration and Compliance
Implement, administer, and manage WIOA Adult and Dislocated Worker grant contracts issued by the EAWDB.
Ensure compliance with federal, state, EAWDB, and institutional regulations, policies, and performance measures.
Collaborate with EAWDB, Administrative Entity staff, One Stop partners, and related agencies in planning and implementing workforce service delivery.
Lead and participate in workforce policy development, program design, and strategic planning efforts within the regional workforce system.
Gather, analyze, and evaluate data to improve program effectiveness, service delivery, and participant outcomes.
Complete and submit quarterly, annual, and other required reports to funding agencies and stakeholders.
Monitor program performance and ensure achievement of established benchmarks and accountability measures.
Leadership and Staff Development
Supervise workforce personnel and perform personnel-related functions including recruitment, onboarding, performance management, coaching, training, staff development, communication, and team building.
Oversee the development, coordination, and implementation of staff training related to WIOA regulations, eligibility determination, case documentation, supportive services, contracts, compliance procedures, and required systems.
Provide leadership, mentoring, and operational guidance to workforce staff to ensure consistency in program implementation and service delivery.
Review and approve program documentation, contracts, participant eligibility determinations, and enrollment processes as required.
Establish expectations and accountability measures for data quality and documentation standards.
Monitor program-level data integrity and address systemic issues impacting documentation and reporting.
Fiscal and Operational Oversight
Develop, monitor, and manage budgets, procurement, contracts, and fiscal reporting related to workforce grants.
Oversee expenditures and ensure responsible stewardship of grant resources.
Coordinate operational activities necessary for effective program implementation and service delivery.
Ensure systems, procedures, and standards are in place to support accurate documentation, recordkeeping, and reporting practices.
Track budget status of workforce grants and funding streams.
Partnerships and Community Engagement
Identify, develop, and maintain workforce development partnerships with employers, educational institutions, governmental agencies, community organizations, and workforce system partners.
Develop and maintain strong relationships with regional employers to support employment and training opportunities for participants.
Coordinate activities with One Stop staff members and partner agencies to align participant services and workforce initiatives.
Represent the College and workforce programs at meetings, events, and community engagement activities.
Participant and Workforce Services Support
Ensure staff are effectively trained in participant eligibility, career planning, supportive services, work-based learning opportunities, and workforce system resources.
Serve as a resource for complex participant issues and support workforce staff in resolving barriers to participant success.
Coordinate workforce workshops and employment-related services, including work readiness, job search preparation, resume development, interviewing skills, and re-employment strategies.
Cross-train and maintain knowledge of related federal and workforce programs that may support eligible participants.
ESSENTIAL SKILLS:
Excellent oral and written communication, interpersonal, organizational, and leadership skills.
Excellent computer and office technology skills.
Ability to establish productive relationships with staff, employers, governmental agencies, participants, and diverse populations.
Ability to function effectively in a fast-paced environment with competing priorities.
TRAVEL REQUIREMENTS:
Requires up to weekly daytime travel within the Eastern Region, as well as occasional overnight travel for training and/or conferences.
PHYSICAL REQUIREMENTS:
Requires frequent and continuous sitting/moving about, continuous use of fine motor skills, and pushing and pulling of up to 20 lbs. Positions may require prolonged monitor viewing. Equipment used includes standard office equipment and a variety of computer hardware and software.
SCHEDULE DETAILS:
Must be available to work 40 hrs. per week with normal work hours from 8:00 am to 5:00 pm. Occasional evening and weekend hours may be required.
ADDITIONAL DUTIES AND RESPONSIBILITIES include but are not limited to:
Perform other duties as assigned.
Minimum Qualifications:
Bachelor’s degree and five (5) years of related workforce development, program administration, grant management, education, public administration, human services, or related experience; or a Master’s degree and three (3) years of related experience.
Knowledge of policies, regulations, and compliance requirements pertaining to WIOA legislation and workforce development programs.
Experience supervising staff, managing programs, or administering grants.
Valid New Mexico driver’s license, as travel is required.
Must be able to work in person at the designated America’s Job Center within the Eastern New Mexico region
PREFERRED QUALIFICATIONS:
Master’s degree in business administration, accounting, finance, public administration, or a related field.
Five (5) or more years of workforce development leadership or program management experience.
Experience managing federally funded grants, budgets, compliance, and performance reporting.
