Job Description - Director of Youth Housing Services


The Director of Youth Housing Services will serve as an important member of the agency’s leadership team and implement the strategic vision of the agency. The Director will oversee the programs and services related to youth experiencing homelessness.  Additionally the Director will work to develop strong community relationships within the program to discover, and implement culturally responsive, best practice services that address youth mental health and homelessness within the region and ensure youth have permanent supportive housing.

Responsibilities & Job Duties

  • Work with the Program Supervisors and treatment teams to implement and oversee Trauma-Informed Treatment within each program and ensure fidelity to contracts, department goals, and treatment modalities.
  • Work with the Program Supervisors and various other Directors to oversee meet department goals and contract objectives as well as meet clients emotional, physical, and basic needs within the guidelines of the highest standard of care.
  • Manage the operations of transitional housing and rapid rehousing programs and enforce best practice models to ensure that the programs are functioning within the rules, regulations and guidelines set forth by the HAND, HUD, MCHS and COA.
  • Establish and maintain department systems, records and reports; recommend, develop and implement new approaches, policies, and procedures for continual improvement of department services.
  • Establish and oversee administrative procedures to meet the program goals and objectives set by the Chief Operating Officer and HAND.
  • Oversee the program staff to ensure that they are functioning within the requirements of their job duties; provide guidance, training, assistance and support to staff when needed, including planning for staffing, performance management, professional development, adjusting workloads as necessary, and addressing and resolving complaints to create a climate of teamwork and motivation; directly manage staff and be able to effectively perform the program and administrative duties of supervisors or case managers as needed in those roles.
  • Act as staff expert for the programs, working with the program staff regarding department or program licensing/certification rules, licensing complaints and rulings to ensure ongoing compliance with all agency, licensing, contractual, and legal obligations and requirements.
  • Develop and maintain collaborative partnerships with public and community agencies. Represent the agency at senior level meetings, homeless service networks including, regional taskforces, policy forums, workgroups or committees as assigned. Maintain organizational efficiency by ensuring productivity of organization management and structure.
  • Ensures continued communication with community partners to ensure successful outreach to the school districts, health departments and other community partners
  • Maintains an up-to-date understanding of the latest innovative, evidence-based practices for providing services and/or treatment of LGBTQ+ youth
  • Demonstrate commitment and passion for MCHS’s mission, vision, and core values.
  • Perform all other duties as assigned by the CEO or COO.

Education and Experiences

  • A Master’s Degree in human behavioral science such as Social Work (MSW) or related discipline where 25% of the course credits earned toward the degree are in human behavior sciences.
  • Five (5) years’ experience as a supervisor in a residential, transitional housing, or inpatient setting working with serious emotional disorder (SED) at-risk young adults between the ages of 18-25.+
  • Must meet the State’s Moral Character standard. 
  • Experience with a mental health or behavioral health agency.

  • Strong verbal and written communication skills to interact effectively with agency staff, government officials, and other external stakeholders.
  • Demonstrated ability to work effectively with people of diverse races, ethnicities, nationalities, sexual orientations, gender identities, gender expression, socio-economic backgrounds, religions, ages, English-speaking abilities, immigration status, and physical abilities in a multicultural environment.
  • Ability to demonstrate leadership and integrity.
  • Motivate, develop, and direct people as they work, motiving individuals to improve performance.
  • Cultural humility and a strong, demonstrated commitment to diversity, equity, and inclusion.
  • Manage time and multiple priorities; meet deadlines.
  • Develop evaluation tools to support quality improvement efforts and assist in analyzing data.
  • Develop and implement policies and procedures over programming and contribute toadministrative policies and procedures.
  • Hands-on approach to establish and maintain effective working relationships with government entities, other agencies, and the public.
  • Handle sensitive and confidential situations and documentation.
  • Possess excellent writing and organizational skills to prioritize and coordinate multiple activities, problems, and crisis situations concurrently.
  • Be collaborative and flexible, with a strong service mentality.
  • Possess a high degree of personal accountability, responsibility, and independent decision-making abilities with the skills to plan, organize, develop, implement, and interpret programs, goals, objectives, policies and procedures of the organization.
  • Work flexible hours, when needed, which may include some evening and weekends.
