As the Director of Solution Strategy, you will lead the development of mission-aligned, human-centered solutions that drive innovation and operational impact across the HHS sector. You will collaborate with senior leaders, solution architects, engineers, and capture teams to translate complex mission needs into actionable strategies and executable solutions.

This role requires a strong balance of strategic vision, technical fluency, and deep understanding of federal acquisition and proposal processes. You’ll guide multi-disciplinary teams through all phases of the business lifecycle from opportunity identification and capture to delivery ensuring our solutions advance the mission objectives of our clients and position our company for sustained growth.

Responsibilities:

  • Lead the development of innovative and effective solutions that are both compliant and compelling, based on your analysis of customer RFP requirements, for mid to large-size programs across HHS missions.
  • Drive business design activities including market and mission analysis, solution visioning, and stakeholder engagement.
  • Partner with capture, proposal, and delivery teams to shape pursuits and define winning strategies that align with client missions.
  • Leverage deep experience in the business operations and systems integration within HHS to develop opportunity needs/pain points, expected outcomes/impacts/benefits, and solutions.
  • Develop winning solutions including innovative business operations, services, features, and/or technologies.
  • Translate client mission priorities into integrated business, technical, and operational solutions.
  • Guide teams in synthesizing research, data, and insights into compelling narratives and solution architectures.
  • Oversee the development of prototypes, demos, and concepts of operations to illustrate solution value and feasibility.
  • Serve as a trusted advisor to clients and internal leadership, fostering collaboration across engineering, design, and delivery organizations.
  • Communicate complex technical and strategic concepts clearly to both technical and non-technical stakeholders.
  • Represent the company in client meetings, executive briefings, and industry events as a thought leader in solution innovation. Develop customer intimacy and understanding of their business needs.
  • As the technical volume and solution owner, develop narrative responses to market surveys, RFIs, RFPs, and white papers to present your solution and position it as a winning value proposition.
  • Collaborate with senior leadership and the business development department to strategize, write, and develop proposals that drive business growth and meet the needs of our government clients.
  • Work closely with key stakeholders, industry partners, and decision-makers to optimize IT governance and decision-making processes, adapting as the business context and technological landscape evolve.
  • Stay updated on emerging digital and business trends. Collaborate with other business leaders to integrate digital opportunities into our business strategy, ensuring we remain at the forefront of technological advancements.

Requirements

Required Qualifications:

  • A Bachelor’s degree in Computer Science, Engineering, Business, or a related discipline
  • 15+ years of experience in solution strategy, business design, or systems integration within the federal or civilian sectors, especially in HHS
  • Proven success leading solution development for complex federal RFPs, particularly within the HHS community.
  • Deep understanding of government acquisition processes, proposal compliance, and contracting mechanisms.
  • Strong communication and storytelling skills, able to translate technical depth into mission-driven narratives.
  • Experience leading cross-functional teams that blend strategy, technology, and design disciplines.
  • Demonstrated ability to challenge existing approaches and develop innovative solutions to the government and end users
  • Experience collaborating with customers and stakeholders to present solutions to the user/stakeholder community and gain user adoption
  • Strong analytical skills
  • Exceptional written and verbal communication skills
  • Proven capability in proposal writing and development for government agencies.

 Preferred Qualifications:

  •  Existing government trusted relationships
  •  Broad technical conceptual understanding across AI/Agents, Cloud, Data, Delivery and Operation Automation

Working Environment:

eSimplicity supports a hybrid work environment operating within the Eastern time zone so we can work with and respond to our government clients. Expected hours are 9:00 AM to 5:00 PM Eastern unless otherwise directed by your manager.

Occasional travel for training and project meetings. It is estimated to be less than 5% per year.
