Job Description - Director, Strategic Enforcement

Job Description

The Office of Strategic Inspections (OSI) conducts inspections and investigations regarding construction in occupied multiple dwellings [including for Tenant Protection Plan (TPP) compliance], allegations of unlicensed trade activity, Work Without a Permit (WWP), to address and prevent tenant harassment, and of homeless shelters. This includes a proactive enforcement program focused on buildings and construction sites where known bad actors are involved (ex. contractors who have repeatedly engaged in unsafe or unpermitted work and owners who have a history of using construction work to harass tenants or who have been found to harass tenants). The Office of the Tenant Advocate (OTA), established pursuant to Local Law 161 of 2017, serves as a resource to tenants who are affected by work in occupied multiple dwellings.

Under direction, the Director, Strategic Enforcement will:
- Manage and oversee units in the Enforcement Bureau’s Division of Strategic Enforcement, including the Office of Strategic Inspections (OSI) and the Office of the Tenant Advocate (OTA).
- Manage various personnel including Inspection staff, Investigators, Administrative, Clerical, Analytical and Community Coordination staff.
- Oversee teams directly involved in the intake, evaluation, assignment, inspection, investigation, and analysis of complaints and in conducting proactive initiatives regarding illegal, improper, and unsafe construction work.
- Coordinate complex and confidential investigations and inspections.
- Review and analyze statistical data; identify trends related to safety and enforcement issues. Coordinate receipt of data from various sources and interpret their impact on Enforcement initiatives and investigations.
- Track licensees, registrants, and professionals who engage in illegal and unsafe practices.
- Execute case assignments, conduct case reviews, manage investigations, and determine case investigative plans to ensure timeliness.
- Provide operational guidance, lead the planning and execution of field operations such as surveillances, sting operations, undercover operations, and enforcement sweeps.
- Compile detailed monthly reports of Enforcement and Investigative actions
- Develop intelligence and background information on repeat offenders and known bad actors, landlords, property owners, licensed and unlicensed contractors, Architects, and Professional Engineers.
- Recommend proactive enforcement operations in response to incidents.
- Represent the Department and serve as the liaison to various City, State and Federal agencies through New York/New Jersey High Intensity Drug Trafficking Area (HIDTA).
- Develop final reports for presentation to civil/criminal enforcement partner agencies.
- Respond to inquiries regarding Tenant Protection Plans (TPP) and other general inquiries related to construction work in occupied multiple dwellings.
- Act as a liaison to facilitate inspection requests through various Departmental units.
- Ensure the office's timely response to comments, questions, and complaints concerning construction in occupied multiple dwellings.
- Represent the Agency at various Task Force and Cabinet meetings.
- Track the work conducted by the office and prepare quarterly reports on the office's activities.

CIVIL SERVICE STATUS
Only permanent Administrative Investigators, applicants who are reachable on the Administrative Investigator promotion list for the Department of Buildings, applicants who are reachable on the Administrative Investigator open competitive list, and applicants as indicated below will be considered.

Candidates who are permanent in comparable civil service titles may be considered for title change under rule 6.1.9 of the Personnel Rules and Regulations of the City of New York.

REMOTE WORK
This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program.

ADMINISTRATIVE INVESTIGATOR - 10020

Qualifications

1. A baccalaureate degree from an accredited college and four years of satisfactory full-time experience conducting investigations to identify or gather evidence of criminal activity or fraud, or to verify or evaluate qualifications of persons for employment or licensure, 18 months of which must have been in an administrative, managerial or executive capacity or supervising a staff performing investigations or related work; or
2. An associate degree or 60 credits from an accredited college and six years of satisfactory full-time experience as described in "1" above; or
3. A four-year high school diploma or its educational equivalent and eight years of satisfactory experience as described in "1" above; or
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must have the 18 months of experience in an administrative, managerial, executive or supervisory capacity as described in "1" above.
