Northrop Grumman Missions Systems Sector is seeking a

Director, GSC Strategy and Strategic Sourcing

, located at MS Linthicum MD reporting directly to the MS sector Vice President of Global Supply Chain.
The mission of GSC Strategy and Strategic Sourcing organization is to deliver long-term development of Mission System’s supply chain strategy to fill capability, capacity and affordability gaps and enable our Sector’s strategy. Responsibilities include developing the sector GSC strategy aligned with the sector business and operations strategies as well as the enterprise GSC strategy. This director leads the Strategic Sourcing organization in the following areas:
Execution of a common framework and strategy for the sector GSC function from a talent, process, systems, relationships and supplier network perspective
Lead Sector level Strategic Partnership agreements to drive affordability, reduce risk, and leverage innovation and investment within the supply base
Manage sector level Make/Buy strategy in partnership with Sector Strategic Growth, Technology, business and operations leadership to drive internal and external investment decisions
Develops and executes sourcing strategies and long-term supplier development plans for key strategic technologies
In partnership with MS Category Management, Supplier Performance Management, Division GSC leadership, and Corporate GSC, coordinates strategic priorities development and deployment
Structures relationships with strategic suppliers that leverage Sector total spend and promotes broad recognition of supplier investments for the sector
Partners with Division GSC Leaders to 1) understand program/Business unit strategies and plans 2) select, sustain, align, and improve the supply base through a formalized process of assessing capabilities and an exchange of business and technology roadmaps and 3) understands risk in the supply base and how to mitigate risk.
Manages Supply Chain Risk Management (SCRM) process , including macro-level risk monitoring and trend analysis, collaboration across Divisions and functions through an established Risk Council, and partnership with the Divisions to develop proactive risk and resiliency strategies
Leads Subcontract Services team that specializes in the execution of complex terms and conditions agreements to enhance GSC's negotiation and subject matter expertise through strategic and risk-based thinking and education.
Leads International Sourcing Team focused on identification and development of international supplier capabilities, international capture strategy development, and leading cross-Sector engagements in Industrial participation programs such as the Australian GSC Agreement
Executes our sector's commitment and continuing policy to identify, develop, and maximize the use of small business concerns.
Leads execution team, driving digital solutions for the MS GSC Digital Transformation Office (DTO) and MS GSC Mission Product Lifecyle Management (MPLM) offices, to digitally connect our suppliers to our employees.
Leads the sector supplier advisory council.
The successful candidate will clearly demonstrate a strong track record of leadership skills that achieves sustainable top performance. Effective communication, problem solving and influence are critical success factors. Developing and maintaining good working relationships with internal and external stakeholders are required. This candidate will demonstrate a commitment to ethics and integrity, and the capability to innovate while challenging traditional ways of doing business. Excellent verbal and written communication skills are required, and the ideal candidate will have demonstrated success collaborating and leading teams.
Basic Qualifications:
Bachelor’s degree in Business, Supply Chain Management, Engineering, Finance, or a related field with a minimum of 15 years of experience in Supply Chain Management or related functions
Experience in a Director role
Experience managing managers
Well versed in FAR, DFARS, and overall government contracting regulatory environment
Demonstrated supplier negotiation and management experience
Ability to obtain a DoD Secret clearance (US Citizenship required)
Preferred Qualifications:
Demonstrated ability to influence without direct authority
Possess strong negotiation, critical thinking and problem solving skills
MBA or masters in supply chain management
Technical

knowledge/understanding

of key products and platforms in Mission Systems Sector
Strong understanding of Key Performance Indicators (KPIs) and how they are used to change and manage the business
Established relationships with MS sector leadership
Team player at executive level for collaboration across NG
Strategic Mindset and problem-solving abilities
Effective communication and presentation skills
Demonstrated performance leading in an ambiguous environment, matrixed organization
Active DOD Secret security clearance, or higher
Salary Range:

$198,400 - $297,600

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
