Job Summary
This position is for a Test Equipment Engineering (TEE) Effectors Leader in the RTX Specialty Engineering

Directorate. The

Effectors Leader will be responsible for the day-to-day operations of a multi-discipline organization with more than 600 employees.
The work within this organization includes the development and deployment of production, test site, and depot test capabilities for multiple domestic and international

customers/programs.

Development tasks include hardware and software design activities spanning a variety of technologies covering RF, mixed signal, digital and FPGA design, Commercial Off the Shelf (COTS) hardware, fixturing design, development of test application software, and integration of the test capability (HW and SW) with the Unit Under Test (UUT).
This position is an onsite role in Tucson, AZ.
Responsibilities to Anticipate
Lead leaders, including department leaders, senior staff, and technical fellows who are planning, organizing, and directing department tasking involved in the conception, design, and development of products in support of various programs
Deploy employees who develop all aspects of production TE plans, test integration, and test equipment demonstration
Develop strategies that will directly impact the achievement of overall Engineering results through the development of affordable, common factory test platforms
Act as a functional interface to Tucson Operations Strategic Make Centers and to Effectors Program Directors
Accountable for proposed costs and work scope associated with new business
Management and accountability for the overhead budget as well as multiple development and test laboratories
Participate and direct program reviews (including but not limited to Estimates at Completion (EAC), Gate reviews, and dive deeply into troubled programs as needed
Personnel related duties: manpower planning, performance reviews and people development, personnel training, recruiting, retaining, and mentoring key talent
Support and execute the vision of driving business growth through innovate and affordable solutions, technical leadership, flawless execution, and cultivation of engineering expertise
Basic Qualifications
Typically requires a Bachelor’s in Science, Technology, Engineering, or Mathematics (STEM) and a minimum of twelve (12) years of prior hardware and/or software design and development experience
Four (4) or more years’ experience with the development and implementation of test capabilities in a production and/or depot test environment
Experience with in-line management of engineering teams, driving performance, and

managing

through change
Prior leadership experience (e.g. Department Leader, CPT Lead, Program Manager, etc.)
Earned Value Management Systems (EVMS) experience and/or certification
Experience preparing technical and/or cost proposals
Active and transferable U.S. government issued Secret security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
Preferred Qualifications
Active and transferable U.S. government issued Top Secret security clearance is preferred.
A strong grasp of engineering fundamentals with comparable progression of management responsibilities
Effective communication skills required to interface directly with leadership during design and related cost and schedule reviews.
Managerial skills requiring a high degree of influence and persuasion to direct and motivate senior leadership within the organization
Demonstrating broad-based technical background
Demonstrated team leadership skills for multi-disciplined teams
Hardware and/or software development experience in DoD environment
Excellent communication and presentation skills, communicating to program managers, functional managers, peers, team members, suppliers, and customers.
BOE developer/approver certification

Additional Information
Employees who are working in Onsite roles will work primarily onsite. This includes all production and maintenance employees, as they are essential to the development of our products.
This position requires a security clearance. DCSA Consolidated Adjudication Services (DCSA CAS), an agency of the Department of Defense, handles and adjudicates the security clearance process. The salary range for this role is 171,000 USD - 343,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
