Job Description - Disability Determinations Consultant

This is a Disability Determinations Consultant position for DHU. This position is open to be located in Baton Rouge, New Orleans or Shreveport.
This position may be filled as a probational appointment or a job appointment that may last up to 48 months. Job appointments may convert to probational appointments. Also, it may be filled as a detail and promoted within 12 months.
Individuals selected for positions with the

Disability Determination Services (DDS)

will go through a complete federal background investigation. A suitability determination by the Social Security Administration is necessary to determine whether an employee can be issued credentials in order to have access to Social Security disability data, records, and systems.

MINIMUM QUALIFICATIONS:
A baccalaureate degree, plus

four years of professional level experience in disability determinations.
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
Graduate training with eighteen semester hours in one or any combination of the following fields will substitute for a maximum of one year of the required experience on the basis of thirty semester hours for one year of experience: counseling, social work, psychology, economics, business, public administration, or health administration.
A master’s degree in the above fields will substitute for one year of the required experience.
A Juris Doctorate will substitute for one year of the required experience.
Graduate training with less than a Ph.D. will substitute for a maximum of one year of the required experience.
A Ph.D. in the above fields will substitute for two years of the required experience.
Graduate training will substitute for a maximum of two years of the required experience.
NOTE:
Any college hours or degree must be from an accredited college or university.
FUNCTION OF WORK :
To provide professional support services for disability determinations programs.
LEVEL OF WORK :
Advanced.
SUPERVISION RECEIVED :
Broad from Disability Determinations Manager 1 or equivalent level position. May receive supervision from higher-level personnel.
SUPERVISION EXERCISED :
May exercise functional supervision over disability determinations staff.
LOCATION OF WORK :
Department of Children and Family Services Social Security Disability Determinations Division. Other locations may be approved by SCS.
JOB DISTINCTIONS:
Differs from Disability Determinations Specialist by the presence of serving as a consultant for statewide or regional programs.
Differs from a Disability Determinations Manager 1 by the absence of direct supervisory responsibility.

EXAMPLES BELOW ARE A BRIEF SAMPLE OF COMMON DUTIES ASSOCIATED WITH THIS JOB TITLE. NOT ALL POSSIBLE TASKS ARE INCLUDED.

Provide quality assurance reviews for pre-hearing and disability hearing cases.
Provides feedback to hearing officers for caseload management.
Provides new hearing officer training and refresher training for veteran hearing officers.
Carries a reduced caseload of hearing and pre-hearing cases.
Coordinates major program operations of field offices in a region by reviewing case records and/or procedures in local offices to assure that program benefits are accurately determined.

Prepares exit conferences, written reports and confirmations.

Sets up standards of operation, checks progress, and sees that policies are carried out.

Conducts ongoing administrative programmatic reviews of field offices to ensure compliance with federal and state regulations.
Recommends and directs plans to ensure efficiencies regarding use of personnel and overall efficiency measures.

Conducts regional corrective action committee meetings and directs implementation of corrective action measures designed to minimize errors and avoid federal sanctions, resulting in subsequent loss of state funds, loss of agency credibility, pain and suffering of clients, inequality of service and liability of lawsuits.

Provides program information through guest speeches, interviews for news media and other public appearances.

Investigates requests from politicians, community officials and social agencies about client problems in the region.

Coordinates services and negotiates agreements with administrators of government and private agencies, doctors, lawyers, executives in private industry and governmental officials.

Conducts studies, compiles reports, analyzes statistical data and completes projects, etc. requested by agency management.

Researches and responds to program policy requests from parish offices providing clarification and interpretation of policy.
