Summary
Working under general supervision, the incumbent maintains and has the accountability for the Oncor Electric Delivery (Company) distribution right of way documents (electronic, onsite and off-site storage). The incumbent ensures Company right of way documents are processed in a timely manner, which includes the management of payment processing, critical contractual dates and as directed cancellation/termination notices. The incumbent researches online public records at various County Clerk’s and Appraisal Districts for property deeds and/or plats to determine current legal ownership, legal property descriptions and any exceptions to title. The incumbent is responsible for the management of the electronic imaging system.
Key Roles & Responsibilities
Retrieves and identifies key information from easements, licenses, permits, releases, exclusions and encroachments essential to appropriate entry into the Company’s records database (ProjectWise).
Provides final review, before document filing, of all distribution right of way documents, which includes confirming validity of document, signatures, notary acknowledgment and notary seal, taking corrective action when necessary
Finalizes the handling of right of way documents as well as facilitates the filing, which includes applying the appropriates County filing fees, check processing, mailing and receipt of original recorded documents for entry of key document information, such as an assigned easement number, Grantee/Grantor, volume and page, county, survey and abstract, etc… into the Company’s permanent document files and land records database systems.
Scan and index all Company right of way documents, new and old, into the electronic filing system and send to archives for permanent storage
Management of payment processing for licenses, renewals, railroad permits and other right of way documents requiring payment according to contractual obligations.
Receives and processes drafts and check requests, from the Right of Way Agents and obtaining the appropriate approvals for processing through Company’s Treasury Department
Receives and accounts into the Financial Management System (FIM), all right of way processing fees, assessed by Distribution Right of Way request for Releases, Exclusions and Encroachments.
Reviews and approves Task Agreements for Contract Right of Way services and ensures compliance with contractual obligations and Treasury Accounting requirements in the processing of payments for services rendered
Trains Associate Right of Way Agents in the use of the Company’s record databases
Assist the Right of Way Agents in research and retrieval of easement documents and alignment maps, from the permanent document records, as well as researches online public records at various County Clerk’s and Appraisal Districts for property deeds and/or plats for use in determining Company and third-party easement rights, current legal ownership, legal property descriptions and any exceptions to title affecting relevant property.
Maintains reporting for documents resulting from right of way management activity, associated with, releases, exclusions and encroachments necessary for successful distribution of right of way workload throughout the organization
Skills
Familiarity with real estate law, knowledge of real estate industries practices, procedures, documents, and public real estate records
Knowledgeable and skilled in the use of maps, plats, and engineering drawings
Effective communication and interpersonal skills are essential
Able to follow oral and written instructions
Know and follow the Company Code of Conduct, Core Values and Safety.
General knowledge of Microsoft Office computer applications including word, PowerPoint, Excel and Outlook
Education & Experience
High school diploma, GED, or equivalent with 5 or more years of right of way experience is required (working with easements, releases, exclusions and encroachments are examples of applicable experience)
In lieu of above criteria, applicants with a completed Associates or Bachelor's Degree with 2 or more years of right of way experience will be considered
Measures of Success
Completes project assignments accurately, on schedule, and on budget
Timely and accurate processing of application fees associated with property management requests affecting Company property
Efficient imaging and indexing of easements, encroachments, licenses, etc.
Track right of way revenue and cost reporting essential to successful distribution of right of way workload achieving continued annual efficiency throughout the organization
Follows Oncor Electric Delivery and Departmental policies and procedures including Company Code of Conduct, Core Values, and Safety Policies, and etc.
